April 16, 2025 C-1981-019/Colowyo Coal Mine HR1 <br /> <br />Number of Partial Inspection this Fiscal Year: 7 <br />Number of Complete Inspections this Fiscal Year: 3 <br /> Page 4 of 18 <br /> <br />Section 15 Pond was inaccessible due to blocked access routes. Section 16 Pond was able to be accessed for this <br />inspection and was found to be holding water and free of any stability or erosional issues (Photo 13). A small <br />section of the West Section 16 Ditch was walked from the pond and found to be stable (Photo14). <br /> <br />The following ditches in the East Pit were observed during the inspection: Prospect Ditch (Reach 1 (Photo 20)), <br />North Tributary East Pit Ditch (Reaches 1 (Photo 22 and 2 (Photo 23)), and Final East Pit Ditch (Reaches 2 and 3 <br />(Photo 17)). Gabion boxes along theses ditches were in place and rip rap boulders appeared stable and unmoved <br />by flows. All ditches were functioning properly with no signs of erosion or cutting. <br /> <br />South Taylor <br />Section 28 (Photos 7 and 8) and Section 29 (Photos 9 and 10) ditches were partially walked and partially inspected <br />from viewpoints. Both ditches were dry and vegetated. No weeds were observed. <br /> <br />Taylor Creek <br />East Taylor and West Taylor Pond were inspected this month along Taylor Creek (Photos 26-28). Both ponds <br />were holding water and had stable embankments. No issues were noted. <br /> <br />Highway 13 Areas <br />Section 28 Pond and Prospect Pond, accessible via Hwy 13, were inspected. Prospect pond held water at the time <br />of inspection and all embankments appeared to be stable and vegetated (Photo 24). Section 28 Pond was dry <br />(Photo 25). No issues were reported. <br /> <br />FISH and WILDLIFE – Rule 4.18: <br />No negative impact to wildlife was observed. A large herd of elk were observed across several areas of the site, <br />along with observation of a small group of pronghorns and various waterfowl. <br /> <br /> <br />ENFORCEMENT ACTIONS/COMPLIANCE <br /> <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
