RULE 2 PERMITS <br /> Other than the past mining activities and some minor homesteading, the permit or adjacent areas <br /> had no significant historical events take place on it. The abandoned surface facilities of the Red <br /> Wing mine and the Streeter Mine have been removed. <br /> The permit area was not the location of any events important to the course of state or national <br /> history. None of the two underground mining sites have been associated with people important in <br /> state or national history. <br /> None of the surviving physical remains have any characteristics that make them either more <br /> representative or more distinctive than many of the other abandoned sites in the surrounding <br /> county that are near to the mining activities. <br /> On April 21, 1981 the Division wrote a letter which conveyed concerns identified in the initial <br /> adequacy review of the cultural resources section of the Permit Application. A copy of this letter <br /> can be found in Exhibit 5 - Archaeological Information. <br /> On September 1, 1981 Colowyo submitted the responses to the above letter which can also be <br /> found in Exhibit 5 - Archaeological Information. <br /> On February 23, 1982 the Division sent a copy of the OSM Technical Analysis of Cultural <br /> Resources to Colowyo with stipulations. OSM made the determination that there was sufficient <br /> information to initiate compliance procedures with the Colorado SHPO. A copy of this T. A. can <br /> also be found in Exhibit 5 - Archaeological Information. <br /> The USDI, OSM Permit #CO-0015, dated February 22, 1983, contained special stipulations <br /> requiring additional mitigation of three archaeological sites. A copy of this can be found in Exhibit <br /> 5 -Archaeological Information. <br /> The USDI, OSM sent a letter to Colowyo, dated November 19, 1985, providing notification that <br /> the requirements of the Special Stipulation had been satisfied. A copy of this letter can be found <br /> in Exhibit 5.-Archaeological Information. <br /> In April, 1985, the report titled "Final Report on the Archaeological Investiations Along the <br /> Colowyo Coal Company Railroad Spur in Moffat County, Colorado" was completed by the <br /> Laboratory of Public Archaeology(LOPA), Colorado State University, Fort Collins, Colorado for <br /> Colowyo Coal Company. <br /> The report covers the archaeological investigations along the Colowyo railroad spur right-of-way. <br /> Although the railroad spur is not included within the Colowyo permit area or addressed in the <br /> permit application, a copy of the report has been submitted to the Division for their information. <br /> In October, 1984, the report titled "Cultural Resources Investigations in the Danforth Hills <br /> Proposed Coal Lease Area, Moffat and Rio Blanco Counties, Colorado" by Diana Christensen <br /> under the direction of Paul R.
