Holcim South Platte Combined SWSP April 14, 2025
Plan IDs 3614, 4773, 3624, 4772, 4616, 3437, 3376, 3650, 3668, 5475, 5829, Ft 6243 Page 21 of 37
owned by DPG Farms yielded in excess of 6.5 acre-feet of water per irrigated acre. This
"extra" water would have been available for other shareholders to divert, or would have
been left in the ditch and turned back to the South Platte River at the end of the ditch
wasteway. Due to this historical practice, a demand-based analysis was used to quantify
historical consumptive use and historical return flow patterns for the shares. The modeled
farm headgate delivery was determined as the lesser of the Patterson Ditch pro-rata farm
headgate delivery and the calculated farm headgate delivery (calculated as the crop
irrigation requirement divided by a 45 percent irrigation efficiency) for each month in the
study period.
The requested farm headgate delivery amount associated with the 8 shares in the Patterson
Ditch for the period of May 1, 2025 through December 31, 2025 is 76 acre-feet with a
consumptive use of 31.87 acre-feet and a return flow obligation of 44.13 acre-feet. The
Applicant's deliveries under this SWSP are limited to the period of May through October.
The historical return flow obligations associated with the 8 shares must be maintained under
this SWSR For the months of May through September, the daily return flow obligation will be
determined by multiplying the applicable monthly return flow factor by the daily farm
headgate delivery associated with the subject shares. For the months of October through
December, the daily return flow obligation will be determined by multiplying the applicable
monthly return flow factor by the previous year's (April through October) total deliveries
associated with the subject shares, and then divided by the number of days in the month.
Denver Julesburg Water Resources Partners LLC Lease
Holcim has a lease from Denver Julesburg Water Resources Partners LLC for 7.0 acre-feet of
replacement supplies in excess of those needed to replace depletions in the augmentation
plan decreed in Division 1 Water Court case no. 2012CW179. The water will be delivered to
the South Platte River at the Cache la Poudre confluence during the month of October 2025
at an average daily rate of 0.11 cfs. The decree in case no. 2012CW179 contemplated
limited use of excess recharge accretions generated under the decree in substitute water
supply plans, as described in paragraph 11.9.1.
The amount of excess replacement supplies will be determined by tracking daily operations
under the 2012CW179 decree as reported in the monthly accounting for that case. The
accounting identifies replacement water available by Administrative Reach. All diversions of
excess replacement supplies will be measured by continuous recording devices. Deliveries
will be made within the Administrative Reach 3.
Replacement Summary
The proposed depletions and replacements are shown in the attached "South Platte
Combined Substitute Supply Plan Accounting 2025". The transit loss for each stream was
