// PAGE 5 <br />EXHIBIT E <br /> <br /> <br />Raptor Materials, LLC Cogburn Sand, Gravel, and Reservoir Project February 2025 <br />A Regular Impact (112) Construction Permit Application – Colorado Division of Reclamation Mining and Safety, Office of Mined Land Reclamation <br />cover the anticipated exposed groundwaters of the basins in the unlined state. The entire unlined basin is or <br />will be sufficiently covered under an approved Substitute Water Supply Plan. In order to again liberate <br />waters set aside for augmentation, the basins will as soon as is practical be backfilled or lined to segregate <br />the basin from Colorado groundwaters. <br /> <br />The impacts of the proposed project on the prevailing hydrologic balance are discussed in Exhibit G – Water <br />Information. <br /> <br />3.1.7 Groundwater – Specific Requirements <br /> <br />A Groundwater Monitoring Plan is attached as an addendum to Exhibit G – Water Information. <br /> <br />3.1.8 Wildlife <br /> <br />Wildlife safety and protection is discussed in Exhibit H – Wildlife Information. <br /> <br />3.1.9 Topsoiling <br /> <br />Stripped topsoil that is not immediately used for reclamation will be stockpiled and stabilized with a cover of <br />native vegetation as an erosion control measure. The topsoil stockpile location at the north end of Pit P125A <br />is intended to allow for the complete extraction of Pit P125_S1 and the near-complete extraction of Pit <br />P125A before relocation and/or application to reclaimed exposed surfaces. The quality of the on-site topsoil <br />is detailed in Exhibits I and J – Soils and Vegetation. <br />Section 2.D <br />Where applicable, plans for topsoil segregation, preservation, and replacement; for stabilization, <br />compaction, and grading of spoil; and for revegetation. The revegetation plan shall contain a list of the <br />preferred species of grass, legumes, forbs, shrubs or trees to be planted, the method and rates of seeding <br />and planting, the estimated availability of viable seeds in sufficient quantities of the species proposed to be <br />used, and the proposed time of seeding and planting; <br /> <br />Topsoil stockpiling, stabilization, and application is addressed in this Exhibit E – Reclamation Plan Sections <br />2.A, 2.C, and 2.F. Spoil stabilization, compaction, and grading is addressed in this Exhibit E – Reclamation Plan <br />Sections 2.C and 2.F. A list of preferred seed mixes, application rates, and methods for revegetation is <br />included as an addendum to Exhibit L – Reclamation Costs. The proposed time of seeding and planting is <br />addressed in Section2.F. <br />Section 2.E <br />A plan or schedule indicating how and when reclamation will be implemented. Such plan or schedule shall <br />not be tied to any specific date but shall be tied to implementation or completion of different stages of the <br />mining operation as described in Rule 6.4.4(1)(e). The plan or schedule shall include: <br />(The schedule need not be separate and distinct from the Reclamation Plan, but may be incorporated <br />therein.) <br /> <br />i. An estimate of the periods of time which will be required for the various stages or phases of <br />reclamation; <br />
