P:\Projects\0106.069 CC&V 2024 CQA\J-REPORTS\2024 Phase 3B Subgrade and Leak Detection ROC Report
Page 8
3. QUALITY ASSURANCE/QUALITY CONTROL
CQA activities were performed by the CQA Monitor for all shifts during the 2024
construction of the VLF2 Phase 3 Stage B project. CQA activities performed included monitoring
aspects of construction, inspection and approval of project components, laboratory and field
testing of soils, documentation of construction and CQA activities.
Weekly construction progress reports were generated and submitted to CC&V and the Engineer
of Record (EOR) and are presented in Appendix E. The CQA Monitor captured photographs of
construction activities during the VLF2 Phase 3 Stage B Subgrade and Leak Detection
construction. Photographs of key construction elements are presented in Appendix F. All testing
was performed in accordance with the Technical Specifications and are presented in Appendix G
and Appendix I.
3.1. Testing Standards
The CQA Monitor sampled earthwork construction materials during the construction. The
materials were tested at a soils laboratory to verify that all earthwork construction materials met
the project technical specifications. Geomembrane and geotextile samples were sent to a third-
party laboratory to verify that the material properties met the project technical specifications.
All testing was performed in accordance with these American Society of Testing and Materials
(ASTM) standards.
3.1.1. Earthworks Testing Standards
Particle size analysis (ASTM D6913)
Atterberg limits (ASTM D 4318)
Soil Classification (ASTM D2488)
3.1.2. Geomembrane Testing Standards
Thickness (ASTM D 5199/D 5994)
Density (ASTM D 1505, Method B)
Carbon Black Content (ASTM D 4218)
Carbon Black Dispersion (ASTM D 5596)
Tensile Properties (ASTM D 6693)
Ultimate Elongation (ASTM D6693)
Puncture Strength (ASTM D 4833)
3.1.3.
