During 2007 a shaft construction site was constructed in the Hubbard
Creek drainage along the Hubbard Creek road. The Hubbard Creek shaft
pad was strewn with large sandstone boulders. These boulders were
mechanically broken into —24" minus rocks. Some of the rocks were used
on site to stabilize cut and fill slopes. Some were taken to a temporary
rock storage area near Freeman Gulch. Minor revision number 83
allowed the remaining rocks, approximately 3,000 cubic yards, to be
hauled to the Bowie No. 1 East Mine reclamation project. Approximately
160 cubic yards of rock were initially hauled to the Bowie No. 1 Mine. An
additional 1,140 cubic yards of rock and dirt were hauled to the Bowie No.
1 Mine during March and April 2008.
The Town of Paonia expressed an interest in the rock to backfill its
sewage lagoons. Therefore, the Operator redirected approximately 1,700
cubic yards of the rock to the Town's sewage lagoons. The Operator and
the Town intend on leaving the rock permanently at the sewage lagoons.
Tab 14 of Volume IIIA has a copy of the letter from the Town of Paonia to
the Operator dated December 4, 2007 in which the Town agreed to
accept the donated rock.
USDA-FS invoices for the rock placed at the Bowie No. 1 mine and the
Paonia sewage lagoons and a copy of the check demonstrating payment
are located in Volume III, Tab 14.
The shaft site encompasses approximately 1.6 acres. Permanently
exporting 3,000 cubic yards from this site would lower the final contours of
the site approximately 1.2 feet which is considered insignificant.
The geochemical analysis of the sandstone presented in Volume III, Tab
6 demonstrate that the sandstone is non-toxic and non acid forming.
The Operator exported additional material from the Hubbard Creek shaft
site beginning in April 2008. Approximately 3,000 cubic yards were
placed in the Bowie No. 1 Mine highway stockpile area. The Hubbard
Creek Shaft site was regraded to AOC without the use of this material.
Therefore, this material will be used to reclaim the Bowie No. 1 Mine
highway stockpile area.
