COLORADO 1 Division of Reclamation, Mining and Safety Department of Natural Resources Memorandum DATE: April 8, 2024 TO: Erica Crosby, Senior Reclamation Specialist FROM: Julie Annear, Project Manager RE: Fair and Reasonable Statement-Hasty Tree Planting Project The Hasty Pit Reclamation Project is located near the town of Lamar, Colorado. The site was an actively permitted mine. The permit was revoked and the financial warranty was forfeited. The DRMS has statutory authority and responsibility to reclaim the site. The Hasty Pit site was re-permitted in August of 2022. The new permit boundary covers approximately %2 of the northern portion of the previously permitted area. Previously, the southern portion of the originally permitted area was graded/seeded and tamarisk were removed. However, approximately two acres of tamarisk and noxious weeds have re-emerged on site. The project work will involve applying herbicide to approximately two acres of land containing tamarisk/noxious weeds and planting 750 seedling trees. The price that Butte Valley Construction submitted for the work is fair and reasonable based on the site location and the scope of work. The total price of$6,947.21, which includes mobilization of a truck and water truck as all materials, equipment etc. is fair and reasonable based on following: APPLICATION OF HERBICIDE-TAMARISK/WEED ERADICATION The price bid for this work is in this project is $2,997.21 for approximately two acres of herbicide application to eradicate tamarisk and noxious weeds. This price is fair and reasonable based on the industry standard of $597.00 per acre for tamarisk eradication and $897.00 per acre for herbicide application to weeds. TREE PLANTING The industry standard price for planting seedling trees ranges from $1.50 per tree to $3.00 depending on site conditions. The bid price is $1.86 per tree for planting 750 trees for a total cost of$1,400 is fair and reasonable for this task.
