COLORADO <br /> 1 Division of Reclamation, <br /> Mining and Safety <br /> Department of Natural Resources <br /> Memorandum <br /> DATE: April 8, 2024 <br /> TO: Erica Crosby, Senior Reclamation Specialist <br /> FROM: Julie Annear, Project Manager <br /> RE: Fair and Reasonable Statement-Hasty Tree Planting Project <br /> The Hasty Pit Reclamation Project is located near the town of Lamar, Colorado. The site was an <br /> actively permitted mine. The permit was revoked and the financial warranty was forfeited. The <br /> DRMS has statutory authority and responsibility to reclaim the site. <br /> The Hasty Pit site was re-permitted in August of 2022. The new permit boundary covers <br /> approximately %2 of the northern portion of the previously permitted area. <br /> Previously, the southern portion of the originally permitted area was graded/seeded and <br /> tamarisk were removed. However, approximately two acres of tamarisk and noxious weeds <br /> have re-emerged on site. <br /> The project work will involve applying herbicide to approximately two acres of land containing <br /> tamarisk/noxious weeds and planting 750 seedling trees. The price that Butte Valley <br /> Construction submitted for the work is fair and reasonable based on the site location and the <br /> scope of work. The total price of$6,947.21, which includes mobilization of a truck and water <br /> truck as all materials, equipment etc. is fair and reasonable based on following: <br /> APPLICATION OF HERBICIDE-TAMARISK/WEED ERADICATION <br /> The price bid for this work is in this project is $2,997.21 for approximately two acres of herbicide <br /> application to eradicate tamarisk and noxious weeds. This price is fair and reasonable based on <br /> the industry standard of $597.00 per acre for tamarisk eradication and $897.00 per acre for <br /> herbicide application to weeds. <br /> TREE PLANTING <br /> The industry standard price for planting seedling trees ranges from $1.50 per tree to $3.00 <br /> depending on site conditions. The bid price is $1.86 per tree for planting 750 trees for a total <br /> cost of$1,400 is fair and reasonable for this task. <br />
