The projects in that <br /> area (J&S Farms and Hasty Pit)are two different permits, reclamation requirements and have different bonds. They are <br /> 16 miles apart, so it is more economical to use the same contractor and save on mobilization cost(for the excavator and <br /> dozer). They are complex jobs that have specific plans that were approved by the DRMS Active Mine group that we <br /> need to follow and to stay within budget(based on the bond amount). We have limited resources to use, so we need to <br /> work closely with the contractor to make sure we are within the budget of the forfeited bond. This is sometimes not easy <br /> to do when a project is bid out. We also bill our time to the bond, so we try to do the most affordable contracting allowed <br /> to us by the State. In this case, DP is the quickest and most affordable for our time (especially with these sites out in <br /> Lamar)and with a contractor that understands bond forfeiture sites and our limitations. <br /> In regard to the Annex site, prices are at or below Julie's estimate and she submitted a fair and reasonable statement. <br /> This contractor is also fairly close by and does not have huge mobilization costs. The Annex sites are far away from the <br /> front range and west slope contractors. If we bid these out, it would likely be more expensive and take more time. Julie is <br /> a 9-month temp, and we would likely not do the project next year due to the extra time in bidding these out. <br /> We have also done DP to Slagknockers and McCollums Excavating this year, so we aren't solely using one contractor for <br /> all of our projects.
