HARALD HOEGBERG
1805 TUNBRIDGE DRIVE
RICHMOND, VA 23238
BLM – Royal Gorge Field Office
3028 East Main Street
Canyon City, CO81212
December 12. 2024

Dear Mr. Pike,
In response to your letter titled “Additional Information Needed” I have responded to the
questions you asked on behalf of Viscount Colorado Holdings.

2-3. The bore was relocated to be next to an existing road to avoid additional road construction.
sump pits will be immediately north of the rig. No drill pad will be necessary as the area is very
flat, and the drill can be leveled using the drill rigs internal hydraulics. An impermeable cover
will be placed under the rig and absorbent bags will be used on the cover. All liquids will be
stored in spill proof containers.
4. Based on our previous experience in the district since 2017, the reclamation cost has been
less than $2,000 for each drill program. The proposed drilling is one bore. There may be
additional cost for plugging the hole, as it is deeper than the previous bores. Also, there has not
previously been a need for sump pits. An estimate of $10,000 should be a safe figure.
5. The initial plan was to get started around the beginning of the hydrologic new year (October
1) as this is the statistical low precipitation time. Due to regulatory obstacles the time frame got
pushed back. The hope is to get started after Christmas 2024. The weather at Silvercliff can be
varied, and the hope is to be flexible in case it turns out to be a very cold or snowy time. The
reclamation of the sump pits and bore will happen immediately after finishing the bore. Seeding
will be done in the spring as the chances for success are better.
I hope this adequately addresses your concerns.
Sincerely,
Harald Hoegberg
.
