III <br /> M-2001-001 Line Camp Pit Amendment#2 (Expansion) <br /> Including irrigation and farmland status (unique/exceptional/conservation easements) Entire area <br /> originally primarily irrigated pastureland with potential for crop growing; isolated stands of <br /> cottonwood and other riparian vegetation. There are no conservation easements or special status <br /> lands by USDA or other agencies. <br /> WILDLIFE AND LIVESTOCK: (Exhibit H) <br /> The mining and ponds have not significantly impacted on the ability of any terrane and aquatic species <br /> to migrate and has improved habitat for, and increased opportunities for raptors and other avian <br /> species in the area. Grazing of livestock (horses) will be further restricted by the expansion, but has <br /> the approval of the landowner. <br /> UNIQUE FEATURES:The steepness and height of the valley sides both to the east and west,and the narrow <br /> nature of the valley limits sunlight available.The previous owner allowed the original Line Camp buildings <br /> to deteriorate beyond repair, and so these are lost. <br /> CHARACTERIZATION OF SURROUNDING AREA(2 miles, %2 mile), upstream/downstream: <br /> • Within 1/2 mile <br /> o to the north (upstream) is very low-density rural housing; <br /> o to the south (downstream) is river bottom and irrigated farmland with isolated housing; and <br /> o to east and west is undeveloped National Forest System lands. <br /> • Within 2 miles: <br /> o To the north is very low-density rural housing including some acreages without development <br /> (usually due to the steepness of valley sides), and gravel pit ponds now converted to a State <br /> Wildlife area (CPW). <br /> o To the south is agricultural (irrigated cropland) in the valley floor: otherwise forested. <br /> o To east and west is NFS lands with no development. <br /> PAST USE, CURRENT USE, AND ZONING: Past use: ranching, crop-growing, and recreational (cowboy <br /> supper club). Current use: mining and grazing; Zoning: Site is zoned A-80+ (Agricultural >80 acres).Areas <br /> to north and south are zoned in a variety of ways: primarily agricultural and agricultural/residential <br /> JURISDICTION(S): (Exhibit P) Entire area within 20 miles is under jurisdiction of Montezuma County.There <br /> is no tribal or township jurisdiction or special municipal or services districts with jurisdiction. Although <br /> Montezuma County has special requirements for development in the Dolores Valley, the BOCC has <br /> approved the expansion and past and future operations. <br /> NOTE: See also Exhibits G, H, I,J, and K for more detail. <br /> PAST MINING OPERATIONS: History, uses, and methods used in the past, including approximate areas <br /> and volumes if known, previously reclaimed (whether released or not) areas (especially those which <br /> need to be disturbed due to the conversion/expansion), and previous technical revisions (TR), <br /> amendments, etc. Refer to 2001 (original)and 2011/12(AM-1)application exhibits. Past methods <br /> (loader/excavator, hauling by truck or loader) will continue to be used.. Except for buffers and <br /> plant/access area, all currently permitted areas(approximately 28 acres)have been mined. Ponds except <br /> shorelines are reclaimed but no release has been requested or granted except for the small "tail"at the <br /> southeast corner of the permit area. (After digging in a pipeline and installing an outfall in the river, the <br /> area was reclaimed and released in 2012.)Portions of the existing area around the ponds have been <br /> partially reclaimed to final grade but have not had final grading and soil replaced..
