EXHIBIT E RECLAMATION PLAN <br /> 1 . General Reclamation Plan <br /> The total mining area to be reclaimed under this permit is 99.3 acres out of the 159.2-acre <br /> permit and affected area. Reclamation of the Evans Mining Resource will convert the site to a <br /> final land use of a water storage pond and rangeland. The industrial area containing the asphalt <br /> plant and aggregate processing/recycling plants will remain after reclamation. Reclamation will <br /> occur concurrently with mining. Final reclamation will be completed after mining has finished. <br /> The pre-mine land use is predominantly agriculture. Surroundings land uses include agriculture, <br /> open space, mining, and industrial. Pursuant to Rule 6.4.5.2(b), the applicant evaluated the <br /> post-mine land use in regard to adopted state and local land use plans for this area and <br /> adjacent land uses. The proposed post-mine land use of water storage ponds and rangeland is <br /> compatible with the general agricultural character of the area. Table E-1 below summarizes the <br /> anticipated final land uses within the affected area upon completion of reclamation. The maximum area disturbed at any <br /> time will be 50 acres. Mining slopes will be backfilled and graded to a maximum 3H:1V slope. <br /> The slopes will then be compacted for stabilization and to prevent erosion. All portable facilities <br /> and equipment will be removed from the area. All berms will be flattened. The slurry wall will <br /> remain during and after reclamation. The pond slopes and any other surrounding disturbances <br /> will be topsoiled and seeded for revegetation. Topsoil will be replaced in a 6- to 8-inch average <br /> thickness layer to restore the current soil profile. Revegetation will be completed using a native <br /> seed mix recommended by the Natural Resource Conservation Service. Revegetation efforts <br /> will be monitored following reclamation. The pit will be used for freshwater storage after it has <br /> been fully reclaimed and revegetated. <br /> There will be more than enough material stockpiled from on-site materials to fulfill reclamation <br /> needs as the water storage pond takes up the majority of the reclamation area. Table E-2 <br /> shows the volumes of topsoil and overburden required for reclamation and the material volumes <br /> that will be stripped and stockpiled.
