Michael Howard of Twentymile Coal, LLC. (TC) was present for the <br />inspection. The weather at the time of the inspection was clear, warm and the ground was dry. <br />OFFSITE SUPPORT FACILIITES - Rule 4.04, 4.28: <br /> 18L ventilation shaft- The two sediment ponds southwest of the drill pad did not contain water (photo 1). <br />The outlet structures were clear of obstructions. The perimeter berm and ditch were clear of obstructions and in <br />operation condition. The cuttings pit did not contain water, however there were some cattails on the east end of <br />the pit. <br /> <br />18L dewatering pad- the mud pit was dug in preparation for the monitoring borehole installation that was <br />approved in MR-326ae (photo 2). The topsoil stockpile was well vegetated and appeared to be stable. The <br />perimeter ditch and the northern sump were in good condition. <br /> <br />16L dewatering pad- the pad had a perimeter berm and was graded to the southwest corner to a sump drainage. <br />The topsoil stockpile was marked with a sign and well vegetated (photo 3). <br /> <br />Fish Creek borehole- The three ponds contained water. The water in each pond was below the spillways between <br />the ponds and no water was discharging (photo 4). The topsoil stockpile was marked and well vegetated. The <br />permit identification sign was at the Fish Creek borehole entrance road. <br /> <br />Fish Creek Tipple- the pond contained water and was discharging (photo 5). The horizontal section of the <br />discharge pipe has rusted and developed holes. Water is being discharged through the rusted holes, bypassing the <br />designed inlet of the structure. FC has a new pipe at the main facilities area, and it is scheduled to be installed <br />next week. The pond area and impoundment are well vegetated and appear to be stable. No erosion features were <br />noted. <br /> <br />9R ventilation pad- the rock lined ditch and sumps around the perimeter were in working order. The topsoil
