The <br />inspection was conducted aerially by Brock Bowles, and the report prepared by me, Robin Reilley of the <br />DRMS. No Seneca Properties representative was present during the inspection. No hydrologic or air <br />quality issues were detected in the imagery at the time of inspection. The weather appeared partly cloudy. <br /> <br />INSPECTION: <br /> <br />GENERAL MINE PLAN COMPLIANCE: <br />Reclamation has been completed at the site with the exception of the hillside above Pond 12 and ponds <br />12, 13 and 14. These areas comprise approximately 120 acres of Phase I and II reclamation slated for full <br />phase III release this fall. <br /> <br />ROADS Rule 4.03 <br />Construction 4.03.1(3), 4.03.2(3); Drainage 4.03.1(4), 4.03.2(4); Surfacing and Maintenance <br />4.03.1(5) and (6); 4.03.2(5) and; Reclamation 4.03.1(7) I 4.03.2(7). <br />o Roads appeared stable and in good condition. <br />o No fugitive dust was noted. <br /> <br />HYDROLOGIC BALANCE – Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br />4.05.10; Diversions 4.05.4; Effluent Limits .054.05.2; Ground Water Monitoring 4.05.13; Drainage- <br />Acid and Toxic Materials 4.05.8; Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18 <br />Pond banks appeared stable and well vegetated. Dams appeared stable and well vegetated with no signs <br />of seepage. Pond emergency spillways appeared to be functioning adequately with no seepage detected in <br />the imagery. All ponds held water at the time of inspection. Pond inflow was detected in the imagery. <br />Pond 14 exhibited algal growth on the inflow shore of the pond. Springs above ponds 12 and 13 appeared <br />dry at the time of inspection. Ditches appeared dry. <br /> <br />SLIDES and OTHER DAMAGE- Rule 4.12 <br />o No areas of new instability, slumping or sliding were noted above the ponds at the time of <br />inspection. <br />o Known slumps and springs above ponds 12 and 13 appeared dry and exhibited no new activity.
