• If scientifically significant fossils (all vertebrate fossils, their tracks or traces, and some
invertebrate or plant fossils identified as rare or important by the scientific community)are
discovered, Dolores County Road& Bridge would be required to suspend operations that
might further disturb such materials, and immediately contact the BLM's Authorized
Officer (TRFO Manager) so the fossil resources could be assessed and, if necessary,
removed prior to resumption of mining. The authorized officer shall evaluate the discoveries
brought to their attention and determine within 10 working days what action shall be taken
with respect to such discoveries. The responsibility and cost of investigations and salvage of
such values discovered during approved operations shall be the Federal Government's.
BLM Special Status Species (Animal)and Migratory Birds
• Operator shall only remove vegetation before May 1 or after June 30 to minimize
disturbance to migratory birds.
Wildlife(Terrestrial)
• Big Game timing restriction December 1 through April 30. Exceptions to this restriction
may be allowed with coordination with Colorado Parks and Wildlife
Water Resources/Quality(drinking/surface/ground)
• The pit should be designed to have no overland flow enter or leave the project site. This
may entail constructing ditches on the uphill side of the pit to move water around the pit
and constructing a berm on the downhill side to ensure no water leaves the pit during heavy
precipitation events.
• Site should be inspected periodically to ensure that berms, ditches, and other BMPs as
described in the SWPPP are functioning properly.
Soils
• The site shall be inspected periodically to ensure no erosional features are forming at the
site and if discovered, stabilized at the earliest practical time.
• During reclamation of the site, all final slopes shall be 3:1 or less unless it can be engineered
by a qualified engineer.
2.2 Alternative B—No Action
Under the No Action alternative, the BLM would not authorize Dolores County Road and Bridge's
application to enter into a contract. Mining operations would not expand onto BLM-administered
land adjacent to the existing material pit. This would result in an earlier termination of mining at
the Disappointment Pit location and a reduced ability to provide material for regional construction
needs.
Disappointment Valley Gravel Pit Expansion EA DOI-BLM-CO-S010-2024-0021 EA
Tres Rios Field Office
8
