1.2 Purpose and Need for the Proposed Action <br /> Purpose: The purpose of the action is to continue to provide mineral material resources to local <br /> governments in a manner that best minimizes effects to other resources. The action would provide <br /> Dolores County with the mineral materials needed for upkeep and maintenance of existing roads <br /> within the county. <br /> Need: The need for the action is established by the BLM's responsibility under the 43 CFR 3600, <br /> the Mineral Materials Act of 1947(as amended)and FLPMA,to respond to the permit application. <br /> Decision to be Made: Based on the analysis contained in this EA,the BLM will decide whether <br /> to approve or deny a free use permit to Dolores County Road and Bridge to expand the <br /> Disappointment Valley Gravel Pit by up to 4.6 acres of new surface disturbance and 8 acres of <br /> mineral materials development, and if approved,under what terms and conditions. <br /> 1.3 Conformance with BLM Land Use Plan(s) <br /> The Proposed Action is subject to and has been reviewed for conformance with the following land <br /> use plans and amendments <br /> Plan: Tres Rios Field Office Resource Management Plan Record of Decision(TRFO RMP ROD) <br /> Date: February 2015, Amended January 2020 <br /> Conformance Review: <br /> The proposed action and alternatives described below are in conformance with the Tres Rios <br /> Resource Management Plan. They conform to decisions listed below and it has been determined <br /> that the proposed action and alternatives would not conflict with other decisions throughout the <br /> plan. <br /> Desired Conditions: <br /> • The planning area supports the exploration, production, and development of energy and <br /> mineral resources in a multiple use context, as is consistent with applicable laws (TRFO <br /> RMP, BLM 2015,page II-114). <br /> • Big game severe winter range,winter concentration areas, and production areas can <br /> support populations that meet state population objectives. These areas provide sustainable <br /> forage and habitat in areas with acceptable levels of human disturbance that does not <br /> reduce habitat effectiveness(TRFO RMP, BLM 2015,page II-26). <br /> Guidelines: <br /> • Severe and critical big game winter range and winter concentration areas:Conditions-based <br /> winter wildlife closures should be implemented to protect critical and severe winter range <br /> and winter concentrations areas for elk and mule deer (TRFO RMP, BLM 2015, page II- <br /> 29). <br /> • Ungulates: Projects or activities in big game critical winter range, winter concentration <br /> areas, severe winter range, production areas, and important migration corridors should be <br /> Disappointment Valley Gravel Pit Expansion EA DOI-BLM-CO-S010-2024-0021 EA <br /> Tres Rios Field Office <br /> 4 <br />
