All topsoil removed will be replaced as plant growth medium. Applicant expects 6
to 12 inches of topsoil will be removed, as practicable. All topsoil will be evenly
distributed over the areas from which it was removed in thicknesses equal to the
original topsoil depths found at the site. Prior to removing topsoil, applicant shall
determine available soils sufficiently to establish quantity and quality in order to
ensure consistency during reclamation.
