INTRODUCTION <br /> <br />This document presents the findings of compliance in support of a proposed decision of the Colorado <br />Division of Reclamation, Mining and Safety (the Division or DRMS) in response to a request for Phase <br />II and Phase III bond release on a portion of the Keenesburg Strip Mine, Division file number C-1981- <br />028. With this application (SL-12), Coors Energy Company (CEC) requests Phase II bond release of <br />9.68 acres and Phase III release of 30.55 acres. <br /> <br />The document includes the following four parts after this introduction: <br /> <br />I. The Division's Proposed Decision <br /> <br />Regulations <br /> <br />Detailed information about the review process can be found in the Act and the Regulations of the <br />Colorado Mined Land Reclamation Board for Coal Mining: <br />https://drms.colorado.gov/rules-and-regulations <br /> <br />All Rules referenced within this document are contained within these Regulations. <br /> <br />Detailed information about the mining and reclamation operations can be found in the permit application <br />on file at the Division offices (1313 Sherman Street, Room 215, Denver, Colorado) and accessible on <br />the Division web site: <br />https://drms.colorado.gov/data <br /> <br />Location of Keenesburg Strip Mine and SL-12 Area <br /> <br />The Keenesburg Strip Mine is a surface mine permitted and operated by CEC and located approximately <br />seven miles northeast of the Town of Keenesburg in Weld County, Colorado. The mine comprises a <br />portion of Section 25, T3N, R64W (6th Prime Meridian). The ownership of the land proposed for bond <br />release is private, and the coal ownership is state and private. <br /> <br />CEC requested Phase II bond release on 9.68 acres, Area 30 on the following map (Figure 1, from the <br />SL-12 application). Seeding of Area 30 was conducted in 2006. Areas 23 and 29 achieved Phase II <br />release in 2010 with the Division’s issuance of SL-05. Area 31 achieved Phase II release in 2019 with <br />the Division’s issuance of SL-10. <br /> <br />CEC requested Phase III bond release on 30.55 acres, including Areas 23, 29, 30, and 31 (shown on <br />Figure 1). Seeding of these areas was conducted from 2002 to 2009. All SL-12 areas can be found in <br />the southwestern portion of the site. <br />
