LANGSTON <br /> CONCRETE INC. <br /> Exhibit L: Reclamation Costs <br /> As part of this amendment we are asking the division for a cost assessment of the reclamation of <br /> the additional 5 acres of land that we are asking to be added to the existing permitted area. We <br /> are unfamiliar with the calculations necessary to asses a dollar value to this. Simply put, we do <br /> not know how the Division assigns a reclamation fee by the acre to add to the amount needed for <br /> bond. We are comfortable with whatever the Division determines. And will acquire a bond to <br /> adequately cover the total of this as well as all the items listed below. <br /> Thus far, we have derived that we have $5,840.40 in additional reclamation costs. It is our <br /> understanding that the Division will evaluate this information and asses an addition to the bond <br /> we currently have in place. (The dollar amount we came up with does not include the additional <br /> 5acres of land we have asked to have added to the permitted area.) The following paragraphs <br /> depict how we derived our calculations. <br /> The wash plant we are looking at moving into the property is an electrically driven Cedar Rapids <br /> plant with a screen and sand screw. It is a mobile plant mounted on a FabTec chassis and will be <br /> set up in a portable fashion. (Meaning that it could be dismounted from the cribbing it will sit on <br /> and pulled away with a semi tractor.) We poured concrete slabs to set the wash plant on as well <br /> as the controller van. We also built a ramp with concrete walls to feed the surge bin. A few <br /> portable conveyors/stackers will be set in place off the plant to pull material from the processing <br /> plant and into a stockpile. <br /> We plan on leaving the concrete structures in place for post mining land use. We feel we will be <br /> able to make use of the concrete pads as well as the ramp we created with the concrete walls for <br /> a customer load out of marketable materials. <br /> The pond we plan on installing will be just to the North of the plant and mostly East. It will run <br /> in a long skinny West to East orientation. It will be approximately 25' wide, 500' long and 10' <br /> deep. To calculate the cost of a reclamation operation, we referred to data provided to us from <br /> 2016 in our Technical Revision #1. In 2016, the operating cost of a D-8 dozer was $169.91/hr. <br /> We do not know what the current operating costs is today, but used a 10% inflation increase and <br /> came up with $186.90/hr. The average push distance is approximately 50'. And the material <br /> consistency is the same as well as the unit weight. Therefore- 16hrs. x $186.90 = $2,990.40 to <br /> complete the operation. A mobilization fee can be assessed at $1,000.00. For a total of$3,990.40 <br /> as a reclamation cost. <br /> We are going to be taking water from the Minnequa canal. The water in the canal is owned by <br /> Evraz Inc. The water line will need to be decommissioned for post mining land use. We intend to <br /> "abandon the line in place." To do this, an excavator and some concrete will be needed. We <br /> believe it should take an excavator approximately one hour to dig up one end. And about a half <br /> an hour to backfill it.
