Specifically,the Code permits a USR"if the applicant can demonstrate that the proposed <br /> use complies with review criteria in subsections 4.5.3 or 4.5.5."2 The process of approving a <br /> USR should consider"the location, design, configuration, intensity, density, natural hazards and <br /> other relevant factors pertaining to the proposed use.."3 <br /> Section 4.5.3 of the Code identifies the following specific review criteria that the County <br /> Commissioners shall consider when approving a USR: <br /> A. The proposed use will be compatible with existing and allowed uses in the <br /> surrounding area and be in harmony with the neighborhood; <br /> B. Outside a GMA district, the proposed use is consistent with the county master plan. <br /> Within a GMA district, the proposed use is consistent with the applicable <br /> supplementary regulations to the GMA district, or if none, with the county master <br /> plan or county adopted sub-area plan; <br /> C. The applicant has demonstrated that this project can and will comply with all <br /> applicable requirements of this code; <br /> D. The proposed use will not result in a substantial adverse impact on property in the <br /> vicinity of the subject property; <br /> E. The recommendations of referral agencies have been considered;and <br /> F. The applicant has demonstrated that this project can meet applicable additional <br /> I criteria listed in the use descriptions in Section 4.3. <br /> This Letter explains how the Application complies with each of these review criteria. <br /> I <br /> B. Criteria for Approval <br /> l. The proposed use will be compatible with existing and allowed uses in the <br /> surrounding area and be in harmony with the neighborhood. <br /> Coulson recognizes that the existing uses in the surrounding area have changed since its <br /> j initial Application submittal in 2002. To that end, and as explained above, Coulson has <br /> continually updated and enhanced the Project to ensure compatibility and neighborhood <br /> harmony. In addition to updating and enhancing the Project, Coulson posted signs on the <br /> Property to notify the public of the pending Application so all adjacent property owners were <br /> aware of the proposed future use at the Property. <br /> i <br /> Through neighborhood meetings and the comments submitted during the Application's <br /> public comment period, neighbors have expressed concern over compatibility and neighborhood <br /> 2 Larimer County Land Use Code§4.5.t(A). <br /> 3 Larimer County Land Use Code§4.5.1(B). <br /> 5 <br /> 45 <br />
