("Coulson") regarding its pending application for a Use by Special Review ("USR") and <br /> amendment to an existing Use by Special Review Plan No. 09-Z1771 (collectively, the <br /> "Application" or the "Project"). This letter serves to summarize, supplement and support the <br /> Application(the"Letter")and is hereby made a part of the Application. <br /> I. BACKGROUND <br /> A. Subject Property <br /> Coulson owns approximately 133 acres of vacant land described and depicted as the <br /> "Stroh Pit" on Exhibit A (the "Property"), upon which Coulson intends to mine approximately <br /> 50 acres for sand and gravel and the remaining approximately 83 acres will remain undisturbed <br /> and be used for ongoing agricultural purposes. Coulson also leases property directly west of the <br /> Property, described as the "Kirtright Pit" on Exhibit A ("Kirtright Property") which is a <br /> reclaimed sand and gravel mine. The Property and the Kirtright Property are both in the FA <br /> Farming Zone District. The Application includes Coulson's use of the Kirtright Property to <br /> process sand and gravel mined from the Property. <br /> The Property abuts agricultural land, a reclaimed mine, the Big Thompson River and <br /> residential communities. The northern boundary of the Property abuts the Big Thompson River. <br /> The Thompson Crossing residential subdivision is north of the Big Thompson River. The <br /> northern half of the western Property border abuts the Kirtright Property and the southern half of <br /> the western border abuts a portion of the Thompson River Ranch residential subdivision.
