EXHIBIT D- MINING PLAN <br /> This information provided in this Exhibit is intended to satisfy the requirements outlined in Section <br /> 6.4.4 of the Colorado Mined Land Reclamation Board Construction Material Rules and <br /> Regulations: <br /> (a) Description of the method(s) of mining to be employed in each stage of the <br /> operation as related to any surface disturbance on affected lands; <br /> The proposed amendment area includes a significant deposit of harvestable <br /> overburden used for reclamation soil in oil and gas operations located west of the <br /> Town of Gilcrest in Weld County. The site is located east of the Farmers Independent <br /> Ditch, south of Weld County Road 42, north of Weld County Road 40 and west of <br /> Weld County Road 29. The permit boundary will include 277.0 acres <br /> Existing Conditions and Site Preparation: <br /> Existing Conditions <br /> The proposed mining area is actively being farmed as irrigated farm land. <br /> Site Preparation <br /> Very little site preparation is required, stripping the topsoil and stockpiling on the <br /> perimeter of the site. <br /> Mining: <br /> North Cell—to be stripped 4-feet, stockpiled and sold. The cell will be mined at 3:1 <br /> horizontal to vertical side slopes to approximately 4-feet below existing grade. <br /> South Cell—to be stripped 0 to 4-feet, stockpiled and sold. The cell will be mined <br /> along the southwest at a 3:1 horizontal to vertical side slope approximately 4-feet <br /> below existing grade. The cell will be feathered to existing grade along the eastern <br /> side of the site to allow for historical drainage patterns. <br /> The operator will develop and comply with a Stormwater Management Plan and Spill, <br /> Prevention, Control and Countermeasures Plan. The operator will notify the Division <br /> of Mine Safety and Reclamation in the event of a reportable spill. <br /> Processing: <br /> All material mined under this proposed application will be transported by excavator, <br /> loader or haul truck to the stockpile area. <br /> Import Material: <br /> The Miner may import material from and export material to other sites. The applicant <br /> is aware that in accordance with Rule 3.1.5(9)of the Construction Material Rules and <br /> Regulations, if any offsite material is used as backfill, a notarized letter will be <br /> submitted to the Division indicating the materials are inert.
