Two questions
2. Please state the current bench configuration. What is the anticipated benching
configuration moving forward?
Rule 6.3.3(f) A line item for grading has been provided under exhibit L, however the Division
is unclear what is being grade (how much of what and where) if highwalls
are to be left in place. Is any grading associated with contouring? Please provide more
information.
The question appears to mix two exhibits, the 6.3.3 Exhibit C (f) (the mining plan) and
Exhibit L (structures), in relationship between the configuration of the High Wall as it is
currently, and some imagined bench configuration in the future.
Given the slope and nature of the High Wall and the High Knob (face), no reclaim is
proposed in the sense of a reduction to 3H/1R. The two benches sit perched above the High
Wall and east of the High Knob, please refer to the multiple maps in the documents showing
this. The present configuration is shown as contours generated from 2020 LIDAR data and
DEMs. The contours are shown with a resolution as fine as a one foot change in elevation
plus 10 and 40 ft. Further, the most easterly bench is mostly exposed bedrock (0.5 acres).
The contours are not a proposed grading during a final reclaim but are analogous with a
USGS topographical map.
Given the uncertainty with how mining will proceed and after consultation with the
owner/operator, it can only be said that the High Wall and High Knob might be reduced in
elevation. Any usable overburden material that remains available in the vicinity of the High
Knob, when a reclamation happens, will be graded towards the east bedrock bench. Slope
will be determined by how much material is removed.
The uncertainty is from the following:
1. The exact nature and extent of the product is not well defined.
2. The demand for products will be highly variable due to the nature of the property
management by Twin Buttes Land Company LLC (e.g. ranching).
3.The availability of equipment and type for mining.
5. Table C-1 proposed a temporary seed mix for salvaged topsoil. Please include two
additional grasses (needle and thread, bottlebrush squirreltail, Indian ricegrass, etc.).
Additionally, the Division request that yellow sweet clover be omitted given its tendency to
be invasive. Alfalfa is a suitable alternative. If sufficient seed stock of sweet clover is
already present in the soil, not additional seeding is required. No additional grass species
were provided as requested. Please include at least two additional
grass species in the temporary seed mix. If possible please use native species.
Answer:
Slender wheatgrass (Elymus trachycaulus) 2 lbs
Streambank wheatgrass "Sodar" (Elymus lanceolatus psammophilus) 2 lbs
