PERMIT#:M-1991-133 <br /> INSPECTOR'S INiIIA1s:WNE <br /> INSPECTION DATE June 26,2014 <br /> OBSERVATIONS <br /> This inspection occurred as part of the Division's review process of a transfer of permit(SO-02)for Robins <br /> Construction as successor operator. Robins Construction recently purchased the property of the affected <br /> lands and is preparing the application for SO-02,to be submitted to the Division in the immediate future. The <br /> Valdez Gravel Mine is approved for 30 acres affected land for the extraction and processing of construction <br /> materials,as well as the production of concrete and asphalt products. Affected lands will be reclaimed to <br /> support rangeland post mining land use. The Division holds$24,407.62 financial warranty. <br /> Mining activities were active during the inspection. Several bulldozers were grading the pit floor in <br /> preparation for the concrete batch plant and asphalt hot mix plant. The batch plant and hot mix plant had <br /> been reviewed and approved by Conejos County and the Division(TR-02). Two impoundments had been <br /> excavated on the pit floor and prepared for installation of the geosynthetic membranes. The impoundments <br /> were rectangular shaped with approximate 3H:1V slopes and 10 feet deep. The impoundments were dry; <br /> evidence of ground water being exposed during the pond construction was not observed. Once the liners are <br /> installed the ponds will be utilized to support the production of concrete and asphalt products. The site <br /> appeared well maintained and stable. Site conditions were similar to those observed during the Division's <br /> previous inspection,occurring on November 19,2013,with the exception of the preparations for the concrete <br /> and asphalt plants. <br /> The Division's recent reclamation cost estimation,totaling$24,407.62,was conducted on March 19,2014. <br /> Current site conditions and reclamation liabilities appeared similar as those addressed in the Division's cost <br /> estimation dated March 19,2014.
