c <br /> For this delineation, TRC used the September 2023 WOTUS definition rule to evaluate the <br /> jurisdiction of wetlands and waterbodies. <br /> Section 404 or Section 10 permits issued by the USACE under the authority of the CWA, as well <br /> as all wetlands and waters identified as "waters of the State," are subject to Section 401 water <br /> quality certification administered by the Colorado Water Quality Control Division (CWQCD). If the <br /> USACE determines that a Section 404 permit is required, CSC will be responsible for the submittal <br /> of a joint permit application and Pre-Construction Notification to both the USACE and the CWQCD <br /> individually. <br /> 3.0 Survey Methodologies <br /> 3.1 Desktop Review <br /> Prior to conducting field surveys, TRC completed a desktop analysis to assess the likelihood of <br /> occurrence and probable location of wetlands and waterbodies within the Study Area using the <br /> following data sources: <br /> • U.S. Fish and Wildlife Service(USFWS)National Wetlands Inventory(NWI)digital wetland <br /> mapping (USFWS 2023); <br /> • U.S. Geological Survey (USGS) National Hydrography Dataset (NHD) digital waterway <br /> mapping (USGS 2023a); <br /> • U.S. Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) <br /> digital soil survey mapping (USDA NRCS 2023); <br /> • Aerial imagery interpretation from Google Earth Pro (2023), Environmental Systems <br /> Research Institute (ESRI), and National Agriculture Imagery Program (ESRI 2018); and <br /> • USGS digital 7.5-minute. 1:24,000-scale topographic quadrangle map for Barnsville, <br /> Colorado (USGS 2023b). <br /> TRC screened historic aerial imagery of the Study Area ranging from 1985-2022 and current aerial <br /> imagery for indicators of hydrologic activity and saturation (wetness signatures)that could indicate <br /> the presence of unmapped wetlands (Google Earth Pro 2023). Digital soil survey mapping of the <br /> Study Area was reviewed by the USDA NRCS (2023). In addition, TRC reviewed precipitation <br /> data from approximately 90 days prior to the field investigations using data obtained from a nearby <br /> weather station (Greeley UNC, Colorado). Antecedent precipitation data were compared with the <br /> 30-year average precipitation data from the same location to determine if hydrologic conditions at <br /> the time of the survey were normal, wetter, or drier than normal (National Oceanic and <br /> Atmospheric Administration [NOAA] 2023). <br /> 3.2 Wetlands <br /> The wetland delineation and determination surveys were conducted in accordance with the <br /> Regional Supplement to the Corps of Engineers Wetland Delineation Manual: Great Plains <br /> Region Version 2.0 (USACE 2010), Corps of Engineers Wetlands Delineation Manual Technical <br /> Report Y-87-1 (USACE 1987), and subsequent guidance documents (USACE 1991 a, b; 1992). <br /> Wetlands are classified by type using the Classification of Wetlands and Deepwater Habitats of <br /> the United States, commonly referred to as the Cowardin classification system (Cowardin et al. <br /> 1979). <br /> Colorado Sand Company LLC—Kersey Mine December 6, 2023 <br /> Wetland and Waterbody Delineation Report 2 <br />
