Wild Horse Dams and Reservoir West Test Quarry DRMS 111 Application <br /> 6.3.4(2)(a) Equipment costs must include such factors as equipment operator wages and benefits, fuel and <br /> lubricant consumption and depreciation. The cost to mobilize and demobilize the equipment from the nearest <br /> population center known to have the required equipment availability should be estimated. <br /> 6.3.4(2)(b)All items referenced in the Reclamation Plan must be included in the cost calculation. These items in <br /> addition to earthwork, such as building demolition, fencing, monitoring well sealing or stream channel <br /> reconstruction must also be included in the reclamation cost estimate. <br /> 6.3.4(2)(c) After the direct costs noted above have been estimated, the Office may add up to an additional <br /> maximum eighteen and one-half percent(18.5%)of that total, which includes private contract, typical overhead <br /> costs. This additional cost is required to cover indirect costs that an independent contractor would incur when <br /> performing reclamation of the site. Five percent (5%) additional cost shall be added to cover Office <br /> administration cost in the event of bond forfeiture and permit revocation. <br /> The opinion of probable cost for reclamation efforts was developed in accordance with AACE guidance for a Class <br /> 5/Class 4 estimate. The cost opinion uses a basis of equipment and labor factored parametric models in <br /> combination with analogous projects and engineering judgement. <br /> The point of maximum disturbance assumes surficial soils and overburden have been removed from the West Test <br /> Quarry Test Sections (estimated to be approximately 18,000 CY), a total of 30,000 CY of rock-sourced product <br /> material has been excavated and processed, and all newly-constructed access roads have been abandoned. <br /> Reclamation of the Common Processing Area is outside the 111 permit and, therefore, is not included in the <br /> reclamation cost opinion for the purposes of estimating bond amount, but is shown separately for reference. <br /> Labor and equipment are assumed to be sourced from the Denver and Colorado Springs metro areas. A <br /> mobilization/demobilization of 10% has been included. <br /> The opinion of probable cost accounts for the activities required to reclaim the disturbed areas for final use by <br /> wildlife.This includes: removing product material from stockpile and backfilling test quarry test sections; hauling <br /> nonproductive overburden and surficial soils to the test sections and placing these materials over the unused <br /> product material; rough grading of test sections to achieve reclamation grades;fine grading prior to seeding; and <br /> seeding and mulching of, and weed control for, disturbed areas. <br /> The test quarry test sections are within 1.0 mi of the Common Processing Area,where material will be stockpiled. <br /> It is assumed haul and placement operations would be performed by the following equipment:CAT D9 dozer, CAT <br /> 980 front-end loader, CAT 740 articulated haul truck, and additional support equipment. Assumed production <br /> rates are approximately 250 CY/hr and a loss in economy of scale is assumed due to the small size of the project. <br /> The side slopes of the test sections will be left as rock faces.The access roads will be tilled and graded with excess <br /> surficial soils and overburden not backfilled within the test quarry test sections. The Common Processing and <br /> Materials Handing Area, outside the 111 permit, will be reclaimed with surficial soils after stockpiled material has <br /> been removed.Access roads, quarry floors, and the Common Processing Area will subsequently be revegetated. <br /> Tetra Tech May 2024 23 <br />
