Reclamation practices will meet those as described in 43 CFR 38.09.301(b)(1).
Timing—At the earliest feasible time, typically within several weeks of a holes being drilled, the sites
and access roads will be reclaimed by taking reasonable measures to prevent or control on-site and off-
site damage to Federal lands. Reclamation should be complete by the end of the expected operation
period, in this case 30 Nov 2024
Noxious and Invasion Weeds — The Standard Minerals, Inc., will treat any weeds that result from
activities conducted under this notice and obtain a Pesticide Use Proposal(PUP) from the BLM TRFO
prior to treatment.
Topsoil/Growth Medium - Where topsoil or growth medium is present, it will be preferentially
salvaged, and stockpiled on one side of the disturbed area in windrows nominally 3 ft wide x 2 ft high
and appropriately marked to prevent contamination.
Measures to control erosion.landslides and water runoff—Erosion control will be accomplished by the
use of grade reversals (water bars) appropriately spaced as needed on access roads, and silt fences,
straw wattles or other sediment control devices as needed on drill pads. The potentially disturbed areas
are not conducive to landslides.
Drill hole closure and reclamation—Holes will be backfilled with cuttings to the extent possible, Then
a "spider" style hole plug will be inserted five feet down the drill hole which will then be filled with a
bag of bentonite to within one foot of the surface. The remaining one foot will be filled with
topsoil/growth medium. Holes drilled with water will use a sump. During reclamation, the sump will
be pumped back down hole to the extent practical. Plugging will occur upon the completion of each
drill hole, but after e-logging. Hole closures are regulated by the State of Colorado (See Rule 5.4.2 (5)
of Colorado Hardrock/Metal Mining Rules). As stated in item III. 6. K above, the bottoms of the drill
holes will be above water table. See Figure 1 below.
Reshaping disurbed areas - Disturbed areas will be reshaped to the approximate pre-disturbance
contours to the extent reasonably practicable. If sumps are present on drill pads, sumps will be
backfilled, once dry, with native material and reshaped with the rest of the pad.
Topsoil/Growth Medium replacement - The reserved topsoil or growth medium, if present, will be
uniformly spread over the reshaped disturbed ground.
Revegetation-Seed mixes approved by the BLM will broadcast or drilled at application rates approved
for the mix over the surface of the disturbed area. Harrowing, raking, drags or other suitable means
will be used to bed the seeds. Mulch will be used if appropriate. Seeding will occur in the fall or
spring, whenever precipitation and soil moisture conditions look best for revegetative success. See
Table 1 for the seed mix in use
Measures to control surface radiation associated with drill cuttings on post-reclamation ground (drill
pads)—Prior to disturbance, a radiometric survey will be completed over each proposed drill pad. The
survey will determine pre-existing radiation levels as compared to approximate background value
ranges. A post-reclamation radiometric survey will also be made. Radioactive cuttings detected that
exceed the pre-disturbance values will be buried on site deep enough to so that background value
ranges are achieved.
