EXHIBIT E <br /> Reclamation Plan <br /> This plan covers final reclamation for the proposed Timnath Connell Pit site amendment. <br /> Final Proposed Land Use <br /> The Timnath Connell Pit property is currently being utilized for aggregate mining and associated <br /> facilities as allowed by the MLRB permit and Larimer County Special Use permit. The historic <br /> zoning district for this property in Larimer County prior to aggregate mining was for farming. <br /> Most of the land surrounding the proposed amendment area had similar historical agricultural <br /> uses, but today surrounding land use includes more commercial and residential uses. With the <br /> current and anticipated future surrounding zoning districts and land uses, the Town of Timnath <br /> has annexed the property. The zoning district established by Timnath for the property is Regional <br /> Commercial. The Regional Commercial zoning district includes regional commercial uses such <br /> as large retail establishments, business and light industrial uses, medical facilities and offices, <br /> higher density multi-family residential, and a continuum of life-care housing options. <br /> This Timnath Connell Pit amendment proposes to change the reclamation plan to include <br /> opportunities for future development consistent with the established Timnath zoning district and <br /> the property owner preferences. The amendment application form includes a combination of <br /> Developed Water Resources, Industrial/Commercial, and Residential post-mining land uses. <br /> Final reclamation proposes creation of stable landforms to support the zoning district allowable <br /> land uses. <br /> The Reclamation Plan Map, Exhibit F, illustrates general reclamation areas (RA) for future <br /> development. The below-grade reservoir area (RA1) will remain as a Developed Water <br /> Resources use following reclamation. Most of the reclaimed area around the below-grade <br /> reservoir and south of Weitzel Road (RA2, RA3, will RA4) will primarily be used for <br /> Industrial/Commercial and support a mixed use of commercial, retail, office space, and life-care <br /> facilities. The reclaimed area north of Weitzel Road (RA5) is anticipated to be used mainly for <br /> residential development. <br /> Since most landforms (except the below-grade reservoir) will be re-disturbed shortly after release <br /> from the MLRB reclamation permit, backfilled, compacted, and graded areas will have surface <br /> soils stabilized by a soil tackifier, a fast-growing cover-crop grass mix, rock, or other erosion <br /> resistant material. The soil stabilizing material replaces the previously approved self-sustaining <br /> native grass mixture that was to be used along the top-of-bank for the original Developed Water <br /> Resources post-mining land use. The proposed materials will quickly stabilize the ground surface <br /> prior to further post-mining development. We believe that areas reclaimed and stabilized in this <br /> manner will allow for timely partial and final release of the MLRB reclamation permit area so <br /> that the proposed future development plan can proceed within the Town of Timnath. <br /> Timnath Connell Pit <br /> DRMS 112 Permit Amendment Application Page 10 <br />
