RECEIVED <br /> APR 3 U ?OZ4 EXHIBIT D <br /> Mining Plan Colorado Division of Reclamation, <br /> Mining and Safety <br /> The proposed MLRB amendment area is the same as the existing Timnath Connell Pit permit <br /> area (M-1999-050). The existing operation produces specification-grade, aggregate construction <br /> materials, and asphalt mix for infrastructure projects in northern Colorado. Permitted in <br /> December of 1999, the site has generally been operated consistent with the original mining plan <br /> and subsequent Technical Revisions. Aggregate reserves at the site are in the final phase of <br /> mining and final reclamation is being planned. <br /> Introduction and Overview <br /> Connell LLC owns property in the east half of Section Three (3), Township Six North (T6N), <br /> Range Sixty-Eight West (R68W). The Timnath Connell Pit permit area occupies a portion of the <br /> property and is leased to Connell Resources, Inc. for operation of an active sand and gravel mine. <br /> The permit area contains disturbances from mining and associated processing activities, <br /> reclamation, the Box Elder Ditch relocation, the Weitzel Road extension (previously released <br /> from the permit boundary), a partially constructed below-grade reservoir, a French drain system, <br /> and groundwater recharge ponds (see Exhibit C-1, Existing Conditions). <br /> With the release of the Weitzel Road extension area, the permit area has been separated into two <br /> parts: the reclaimed northeast corner (Acreage Release Request has not yet been submitted to the <br /> DRMS) and the active southwest mine pit area. The northeast corner of the permit boundary has <br /> previously been mined, backfilled, compacted, contains a portion of the relocated Box Elder <br /> Ditch, and has been graded and seeded with the previously approved native grass seed mix. <br /> Mining in the active mine area is mostly complete, but additional mining is still occurring in the <br /> Phase 3 area under the old Box Elder Ditch location (see Exhibit C-5, Pre-Mining/Mining Plan <br /> Map). Areas of the active mine pit area not being mined have either been backfilled, graded, and <br /> seeded or are being backfilled. The active mine pit area also contains virgin and recycled <br /> material processing, asphalt production, dewatering, the partially constructed future below-grade <br /> reservoir, and groundwater recharge operations. <br /> The permitted site entrance onto the Interstate 25 (1-25) SE Frontage Road is being phased out <br /> because of the Colorado Department of Transportation North I-25 Toll Lane expansion project <br /> adjacent to the Connell Timnath Pit. Therefore, a new site entrance from the Weitzel Road <br /> extension to the active mine pit area has been established. A separate entrance from the Weitzel <br /> Road extension to the northeast corner of the permit boundary has also been established for <br /> reclamation purposes only (see Exhibit C-5, Pre-Mining/Mining Plan Map). <br /> Nature of Deposit to be Mined <br /> Un-mined portions of the Timnath Connell Pit site are composed of Pleistocene and recent age <br /> valley-fill materials that make up the alluvial floodplain of the Cache la Poudre River. The <br /> alluvial material may have previously occurred naturally at the surface, but past farming, mining, <br /> and reclamation activities have placed soil cover over many parts of the site.
