RULE 2.05 - APPLICATION FOR PFRM[T FOR SURFACE OR UNDERGROUND MINING <br />ACTIVITIES - MINIMUM REQUIREMENTS FOR OPERATION AND RECLAMATION PLANS <br />• Rule 2.05..1. - Objectives <br />The objectives of 2.05 are to ensure that the Division is provided with comprehensive and reliable <br />information on proposed surface coal mining and. reclamation operations and to ensure that those operations are <br />allowed. to be conducted. only in compliance with these Rules and. the Act. Information presented in the application <br />which addresses 2.05 shall. be .referenced to the applicable environmental baseline information of 2.04 to <br />demonstrate that a proposed operation is being conducted comistent with environmental resources information. <br />RESPONSE <br />Twentymile Coal, LLC, or predecessor companies (TCC) will comply with the objectives of Rule 2.05.1. <br />Information regarding the planned underground coal mining and reclamation operations is set forth below. <br />Information regarding the Fish Creek Tipple and connecting haulroad is contained with the Appendix to the Foidel <br />Creek Mine Permit (Volumes VII, VIII, and IX). <br />Rule 2.05.2 - Operation Plan - Estimated Area for Life of Operation <br />Each application shall contain a general description of all surface coal mining operations proposed to be <br />conducted during the life of the mine operation. This general description shall include at a minimum the <br />followilig: <br />(1,. Productionmethodsand equipment. A narrative description of the general type and method of coal <br />minim procedures, engineering techniques, anticipated annual and total production of coal,—b_y tonnagg, and the <br />•major equipment to be used for all aspects of those operations and a description of the measures to be used to <br />maximize the use and conservation of the coal resource as required in 4.01..1. <br />• <br />RESPONSE <br />The operations of TCC under this permit revision application including the production schedule and the area of <br />underground disturbance, will be dependent upon conditions encountered and information gathered during the <br />presently planned operations as well as future economic conditions. This permit revision application identifies the <br />mining of the Wadge Seam, which is the same coal seam that is mined at the surface operations of Colorado Yampa <br />Coal Company (CYCC). TCC will employ detailed and current engineering design for all underground mining <br />activities in order to maximize resource recovery and safety, andns to minimize environmental disturbance. <br />The mining methods planned for the Foidel Creek operation will be room and pillar mining, continuous miner <br />developmental mining, and longwall mining. For the southern mining district, main entries are planned to be <br />developed north -south, in the Wadge Seam with submains mined to either side as shown on Map 23, Mine Plan, <br />which includes the Life of Mine mining projection. Also, Map 23 shows the five-year mining projections. For the <br />northern, eastern and western mining districts, the orientation of the mains has been rotated slightly from a true <br />north -south or east bearing. The orientation is shown on Map 23. Both sections and longwall panels will be <br />developed from the mains for full seam extraction. <br />The equipment to be used at the Foidel Creek operation will consist of continuous miners, rubber tired haulage <br />vehicles, roof bolters, clean up scoops, belt conveyors and longwall systems.
