The required fee of $257 for this SWSP
renewal has been received (receipt no. 10035138). This SWSP was most recently approved by the State
Engineer's Office ("SEO") on April 17, 2023.
Plan Operation
The Heit Sand and Gravel Mine, operated by the City and County of Broomfield ("Applicant" or
"Broomfield"), previously operated by Pioneer Sand and Gravel, is located in the E 'h of Section 13,
Township 2 North, Range 67 West, 6th P.M., in Weld County. Mining is complete and no lagged depletions
from past mining affect the stream. The mine perimeter was lined with a slurry wall in accordance with
the State Engineer's 1999 Guidelines for Lining Criteria for Gravel Pits ("1999 SEO Guidelines") and was
approved by the Division Office on June 24, 2009.
The Applicant intends to remove material in the pit for future water storage in accordance with Colorado
Law. The pit currently exposes 5.95 acres of trapped native groundwater. This SWSP seeks to provide
replacements for depletions which will occur due to evaporation and dust control. In accordance with
paragraph 21 of the General Guidelines for Substitute Water Supply Plans for Sand and Gravel Pits,
replacement shall be made for native groundwater that is lost to evaporation. For purposes of this SWSP,
it is assumed that all water within the lined area is trapped native groundwater. Therefore, this plan will
account for depletions resulting from evaporation of exposed water within the lined area and water used
for dust control. Depletions for the Heit Sand and Gravel Mine during the period of this SWSP will be
replaced by fully consumable water released from the City and County of Broomfield.
of.coto
1313 Sherman Street, Room 821, Denver, CO 80203 P 303.866.3581 dwr.colorado.gov/
Jared S.
