Please be as specific
as possible.
Comment/Objection Narrative
As a founding director of Colorado Citizens Against ToxicWaste, Inc(est.2002)1 have been actively engaged
with both CDPHE and EPA for 22 years.
I am appalled that CJK Milling has come this far claiming tacit approval from both CDPHE and EPA.There
seem to be many short-sighted environmental quick fixes too easily OK'd by the regulators who are supposed
to protect our health and environment. I can imagine this is because we are all hungry for an answer to these
clean-up problems.
Best practice of years ago was to pile tailings on the bare ground. Is heap leaching really this year's best
practice? The dangers are many, real and irreversible.CJK Milling's plan would unfold at the headwaters of the
Arkansas River, which we all know carries water across the Great Plains to the Mississippi. Failures are all to
common in this industry and contamination to water will always flow downstream. There is a huge tourist
industry downstream in Canon City. The regulators would be responsible for enforcing compliance of the permit
that DRMS would give CJK Milling. But regulators cannot guarantee against spills and leaks, they can only levy
fines that may or may not be enforced. I have seen this again and again. Please be circumspect and far sighted
when making your decision. These messes and cleanup ventures must not be thought of as too big to fail.
I have seen failed regulation enforcement over and over. Not only damaging the environment and human health
but sadly normalizing a system that is proving to be broken.Such normalizing is a"Good Housekeeping seal of
Approval"that risks very serious damage to the people speaking out against this to you today. This is not a
matter of if it will contaminate but when. I dare you to insist upon a better path forward. Please do not approve
CJK Milling's permit.
Thank you for this opportunity to comment.
Permit Number*
Enter valid letter and then numbers, for example M1977999, M1999777UG or C1981201.
M1990057
I
