ASCI will complete backfill to the minimum requirement <br /> of one(1) foot above the historic high measured water table elevation,but not to <br /> exceed pre-mining elevations within 5-years of the date the extraction of material <br /> and stockpile removal is complete. Should completion of Reclamation Phase 1 not <br /> be feasible within five(5) years from the date ASCI informs the DRMS that all <br /> material extraction and stockpile removal is complete, an extension will be <br /> submitted based on the remaining backfill volume required at that time. <br /> ■ Reclamation Phase 2: Grading,Topsoil, Seeding, and Growth Monitoring—In <br /> Reclamation Phase 2, any existing structures will be removed, Site contours for the <br /> ±87 acres of affected area will be graded to approximately 1 - 2 feet below final <br /> grade, and a minimum final cover topsoil layer twelve(12) inches thick will be <br /> placed across the affected area. Changes to topography will be made as necessary <br /> until the final grade is within acceptable limits (a minimum of one [1] foot above <br /> the historic high measured water table elevation, but not to exceed pre-mining <br /> elevations). Once final grade is achieved, site seeding, fertilizing, and mulching <br /> will occur in the subsequent fall season. Growth and progress of the grass will be <br /> monitored quarterly to ensure a successful transition back to rangeland use. It is <br /> anticipated that a successful transition to rangeland will occur within five(5) years <br /> from the date ASCI informs the DRMS that Reclamation Phase 2 has commenced. <br /> 3.1.4 Public Use: The public will not be allowed on the land while mining and reclamation <br /> activities are in progress.After reclamation is complete and the bond released,the public <br /> will only have access to the land adjacent to the South Platte River that will be dedicated <br /> to the City of Fort Lupton. <br /> 3.1.5 Reclamation Measures — Materials Handling: Measures will be taken to meet the <br /> following requirements. <br /> (1) The Site will be graded to a minimum of one (1) foot above the historic high <br /> measured water table elevation, but not to exceed pre-mining elevations. The <br /> approximate maximum final contours are shown on Exhibit F - Reclamation Plan Map. <br /> (2)No toxic or acid-forming materials will be included in backfill material. All backfill <br /> materials will be compacted during the filling process. <br /> (3)Grading will be done to control erosion and siltation on the affected lands and protect <br /> outside areas from slides. No high walls will be left exposed. <br /> (4) Once backfill activities are complete at the Site, grading will occur as quickly as <br /> feasible. <br /> (5)No acid-forming or toxic producing materials are associated with materials mined at <br /> the Site. On-site refuse is maintained by contracted vendors to control unsightliness and <br /> protect the South Platte River drainage system. <br />
