This report was written by Todd Jesse of the Division. Clayton Wein of the <br />Division also attended the inspection. The operator, Blue Mountain Energy (BME) was represented by Kurt Blunt <br />during the inspection. The weather was partly sunny and around 40° F at the start of the inspection. The ground <br />conditions were muddy in some areas due to snow melt from winter. Most of the mine was accessible, but <br />some auxiliary roads were too muddy to travel. <br />Maintenance Items Identified During This Inspection: <br />1. Please clean brush from the Rail Loadout Storage South Ditch. <br />2. Please repair the rills on the embankments to Pond RP-4. <br />Please complete brush removal from the Rail Loadout Storage South Ditch no later than April 12, 2024. <br />Please provide the Division with photos of the completed maintenance item by April 12, 2024. Please <br />complete repairing the rills on the embankments of Pond RP-4 when regrading the refuse pile slopes above <br />the pond in the spring. <br />AVAILABILITY OF RECORDS – Rule 5.02.4(1): <br /> The records for the Derado Mine are located at the mine office with Kurt Blunt. The records were well <br />kept and up to date. Insurance documents and inspection reports from November – February were added to the <br />record during the inspection. The APEN permit is currently in the renewal process. The permit expired 1/12/2024. <br />The operator has received an inspection from air quality and has submitted required paperwork. The operator is <br />awaiting a new permit from the state. <br /> <br />EXPLOSIVES – Rule 4.08 <br />Distance Prohibitions 4.08.4; Warnings 4.08.4; Control of Adverse Effects 4.08.4: <br /> The explosives storage area for the Deserado Mine is located at the southern end of the main facilities <br />area. The storage consists of a pad with a storage bunker for the explosives. The cut and fill slope of the pad was <br />stable with no erosional features. Runoff from the pad is directed to an outlet at the southern end of the pad and
