Please be as specific
as possible.
Comment/Objection Narrative
I am in support of the permit amendment(Permit Number M1990057)that will allow CJK to process 140,000
tons of material per year using a cyanide extraction method. I urge the Colorado Division of Reclamation,
Mining and Safety(CDRMS)to approve CJK's permit amendment. This approval will allow CJK to remove
approximately 500,000 tons of acid-generating historic mine waste from the environment, recover trace
amounts of gold and silver and store the detoxified tailings in a double-lined storage facility, out of site and mind
from the community. These areas will then be restored to natural conditions and ultimately improve water
quality in the Upper Arkansas River, provide additional habitat for wildlife and provide economic benefits to Lake
County and Leadville.
I was born in Colorado and have recreated in Lake County since I was a boy and my father took me to
Turquoise Lake and Twin Lakes to fish. Now I take my sons to Leadville to explore, fish and hike.
I took a tour of their facility last year and discovered it will be a zero-discharge facility, ensuring all water and
waste materials are recycled onsite and no liquids or solids are discharged from the mill into the environment.
This safeguards the environment, protects water and protects human health.Their safety redundancies include
constructing a double-lined containment pond down-gradient of the process facility that would capture
accidental spillage. This is a small operation that will not be noticed by the general public. I believe CJK operate
responsibly and comply with all permitting obligations as required by CDRMS and be a good neighbor to
Leadville and Lake County.
Here are my specific comments to how CJK will meet CDRMS requirements for approval of the permit
amendment and why I respectfully ask for CDRMS approval.
How CJK will use and dispose of cyanide safely through facility design and safety controls, protecting both
human health and the environment.
•CJK will have multiple safety control measures in place to ensure safe handling and processing of cyanide
and safely containing cyanide at the Mill and not discharging into the environment.
•Control measures and design attributes will include:
o A facility designed to contain and treat cyanide in a way that mitigates environmental impacts.
