into practice, the original reclamation plan must remain in the PAP (as well as the
alternative plan). The RCE will continue to reflect the costs of implementing the original
reclamation plan, since the Division would implement that plan using the forfeited bond
if the permit were to be revoked in the future.
(a) Somerset Mine and Related Facilities (Page 2.05-51 of the PAP)
The Somerset Mine B and C seam portals were sealed in 1986. Their locations are shown on
Map 2.05-M2, Sheet 2 of 2, and fall within parcels included in the bond release applications
no.'s 1 and 5 (SL-1 and SL-5).
Other Somerset Mine related disturbance is addressed under other headings, but with respect to
the portal area there is no remaining reclamation work to be completed, and no need to include
associated tasks in the RCE.
(b) Bear Creek Area (Somerset Mine) (Page 2.05-51)
The reclamation of this area was completed in 1996 and is described in the PAP. The area
received Phase I and II bond release with SL-2, and Phase III bond release with SL-4.
The remaining outstanding reclamation task associated with this area is the plugging and
abandonment of the B-6 borehole (which was constructed as a de-gasification well and converted
to a groundwater monitoring well)when monitoring is no longer required, [see item (1)below].
(c) Lower Hubbard Creek Area (Somerset Mine) (Page 2.05-53)
The reclamation of this area was completed in 1996 and is described in the PAP. The area
received Phase I and II bond release with SL-2, and Phase III bond release with SL-4.
There is no remaining reclamation work to be completed, and no need to include associated tasks
in the RCE.
(d) Upper Hubbard Creek Area (Somerset Mine) (Page 2.05-54)
The Upper Hubbard Creek Area is described as "stabilized but not fully reclaimed" in the PAP.
The text further specifies that:
...the site will be reclaimed to provide a trailhead area for the US Forest Service. The portion of
the pad located on OMI property will be reconfigured as part of the Hubbard Creek Road to
provide access to the remainder of the pad area, which is on public land. The disturbed area will
be graded to the final configuration shown on the Hubbard Creek reclamation plan drawings in
Exhibit 2.05-E5, Reclamation Details.
Map 2.05-M8, Post Mine Land Use, Sheet 2 of 2 of the PAP, shows the post-mining land use of
the area as "Industrial/Mining (Historic Disturbance and Current Use)". Drawing E8-3352R in
Exhibit 2.05-E5 shows the currently approved post-mining topography, with the section of the
12
