New Horizon Mine <br /> III. Monitoring and Backfill Wells <br /> A. General Description <br /> The five backfill monitoring wells were plugged and abandoned in November of 2023. The <br /> seven exploratory drill holes being applied for Phase I through III bond release under this <br /> application were mined through during mining operators and reclaimed with larger reclamation <br /> areas. The location of each backfill well and exploratory drill hole are presented on Map 1. The <br /> abandonment reports for each backfill monitoring well are on file and available at the New <br /> Horizon Mine office (27646 West 5th Nucla, CO 81424), and where submitted to the Colorado <br /> Division of Water Resources on November 28, 2023. A copy of the abandonment reports have <br /> been included in this application for reference in Appendix B. <br /> The ten-year minimum bond liability period is not applicable for backfill monitoring wells nor <br /> exploratory drill holes that were mined. There is not any topsoil replacement nor any <br /> revegetation component for a backfill well or in-pit exploratory drill hole. <br /> B. Topsoil Replacement <br /> The applicability of Rule 4.06.4 does not apply to backfill wells and in-pit exploratory drill <br /> holes. <br /> C. Revegetation Success Demonstration <br /> The applicability of Rule 4.15.8 does not apply to backfill monitoring wells or in-pit exploratory <br /> drill holes. <br /> D. Post-Mining Land Use <br /> The post-mine land use for the backfill monitoring wells within the permit boundary is not <br /> necessarily for the well location itself as in the overall size of reclamation the well location is not <br /> significant. Given this, the post-mine land use for the backfill monitoring well location within <br /> the mine permit boundary is not applicable. <br /> The post-mine land use for the in-pit exploratory drill holes is not appliable as all drill holes were <br /> mined through. <br /> Two of the backfill monitoring wells and one of the in-pit exploratory drill holes are outside of <br /> the mine permit boundary and a post-mine land use is not applicable to these areas. <br /> E. Surface and Groundwater Impact Analysis <br /> An analysis pertaining to surface and groundwater impacts is not applicable to plugging and <br /> abandoning wells or mined through in-pit exploratory drill holes. <br /> Page 4 <br />
