(NCC) requests a surety reduction and acreage release for the <br /> NCCI Pit #1. The water storage cell (clay liner) has passed the State Engineer's leak test and we have <br /> attached the approval from the Division of Water Resources (DWR). NCC has a contract with the City <br /> of Thornton (City) for delivery of water storage and NCC has completed the construction of the <br /> reclaimed storage reservoir and the re-seeding for the areas that were disturbed that will not be <br /> accessed for the City's water storage operations. We would like to see this area released. NCC has <br /> also completed the backfilling of the northern cell so we are requesting to decrease the surety and <br /> remove the clay liner and backfilling of the northern cell from the bond calculation and only have the <br /> topsoiling and seeding remain for the areas not being released. <br /> The City of Thornton is in the process of getting a re-subdivision plat recorded that was approved by <br /> Weld County in order to separate/consolidate lots so the reclaimed storage reservoir is one lot that will <br /> remain under the City's ownership. The remaining lots will be sold back to NCC and those areas will <br /> remain in the current permit.
