PERMIT#:M-1992-051
INSPECTOR'S INITIALS:HR1
INSPECTION DATE:January 23,2024
GENERAL INSPECTION TOPICS
This list identifies the environmental and permit parameters inspected and gives a categorical evaluation of each.No problems
or possible violations were noted during the inspection. The mine operation was found to be in full compliance with Mineral
Rules and Regulations of the Colorado Mined Land Reclamation Board for the Extraction of Construction Materials and/or
for Hard Rock,Metal and Designated Mining Operations.Any person engaged in any mining operation shall notify the office
of any failure or imminent failure,as soon as reasonably practicable after such person has knowledge of such condition or of
any impoundment, embankment,or slope that poses a reasonable potential for danger to any persons or property or to the
environment;or any environmental protection facility designed to contain or control chemicals or waste which are acid or
toxic-forming,as identified in the permit.
(AR)RECORDS— N (FN)FINANCIAL WARRANTY---- Y (RD)ROADS
(HB)HYDROLOGIC BALANCE-------Y (BG)BACKFILL&GRADING Y (EX)EXPLOSIVES-------- N
(PW)PROCESSING WASTE/I'AILING—Y (SF)PROCESSING FACILITIES—N (TS)TOPSOIL-------N
(MP)GENL MINE PLAN COMPLIANCE- PB (FW)FISH&WILDLIFE— Y (RV)REVEGETATION--Y
(SM)SIGNS AND MARKERS Y (SP)STORM WATER MGT PLAN— N (RS)RECL PLAN/COMP—Y
(ES)OVERBURDEN/DEV.WASTE N (SC)EROSION/SEDIMENTATION-- Y (Si')STIPULATIONS—N
(AT)ACID OR TOXIC MATERIALS---- N (OD)OFF-SITE DAMAGE --PV
Y=Inspected/N=Not inspected/NA=Not applicable to this operation/PB=Problem cited/PV=Possible violation cited
OBSERVATIONS
The Florence Sand& Gravel Pit, Permit No. M-1992-051,was inspected by Hunter Ridley with the Division of
Reclamation,Mining and Safety(Division)as part of the Division's monitoring inspection program. Zac
Langston with Langston Concrete, Inc.was present for the inspection. The Florence Sand& Gravel Pit access
road entrance is located off S Union St in Florence, CO. The site is a 112c gravel operation permitted for 77.40
acres with a post-mining land use of industrial/commercial.
A mine sign has been posted at the site entrance in accordance with Rule 3.1.12 (Photo 1).Permit boundary
markers were also in place(e.g. Photo 3 and 5). The site's previous inspection report reminded the Operator that
boundary markers should delineate the permit boundary rather than the property boundary.Markers were
checked during this inspection and found to be located at the correct permit boundary corners. Under TR-01,the
site is currently approved to disturb no more than 50 acres at a time. Based on site visuals and site maps, the
current disturbed acreage appears to be—55 acres. Therefore, the Division is citing a problem for failure to
follow the approved mine plan and the 50-acre disturbed area limit established under Technical Revision
1 (TR-1). The operator shall submit a Technical Revision, with the required$216 revision fee,to update and
clarify the current approved mine plan to increase the maximum allowed disturbed area by the corrective action
date. It is recommended that the Operator employ a surveyor to assess an accurate currently disturbed acreage
amount to ensure that the increase in max affected acreage requested within this TR is sufficient to cover
continued mining operations.
The Operator stated in a follow-up email that a Stormwater Discharge Permit is in place with CDPHE for the
site; the Certification# is COG 501737. The renewal of said discharge permit was administratively extended in
Page 2 of 12
