DNR COLORADO
CO -r• Division of Water Resources
Department of Natural Resources
1313 Sherman Street, Room 821
Denver,CO 80203
December 1, 2015
DEREK FOSTER
DEERE &AULT CONSULTANTS, INC.
600 S. AIRPORT ROAD, BUILDING A, SUITE 205
LONGMONT, CO 80503
TRANSMISSION VIA EMAIL: Derek.Foster@deereault.com
RE: SLURRY WALL LINER APPROVAL
GREELEY 35Th AVENUE(WEST CELL RESERVOIR) (WDID 0303844)
GREELEY 35 AVENUE PIT, DRMS M-1977-036 (WDID 0303022)
NE1/4 SECTION 34 AND NW1/4 SECTION 35,T6N, R66W
WATER DIVISION 1, WATER DISTRICT 3
Dear Mr. Foster:
The purpose of this letter is to approve the lining of the Greeley 35th Avenue (West Cell Reservoir). The West
Cell Reservoir is primarily located in the E1/2 of the NE1/4 OF Section 34 and the NW1/4 of Section 35,
Township 6 North, Range 66 West of the 6th P.M., and is part of the Greeley 35th Avenue gravel pit (DRMS M-
1977-036). West Cell Reservoir was lined with a soil bentonite slurry wall. The slurry wall leak test
commenced August 7, 2015 and concluded on November 6, 2015. Site inspection was performed by our office
on August 27, 2015 to review site conditions and the teak test plan.
Your report dated November 11, 2015 provides the liner summary and leak test result. The test data
provided indicates that the reservoir has been lined to the performance standard referenced in the August
1999 State Engineer Guidelines for Lining Criteria for Gravel Pits (1999 SE0 Guidelines). Meeting the
performance standard requires that during reservoir operations all water inflows and outflows for the
liner perimeter enclosed area be accounted for on a weekly basis.
With this liner approval, the West Cell Reservoir of the Greeley 35th Avenue Pit is now classified as a lined
reservoir in accordance with the 1999 SE0 Guidelines. Water shall not be impounded in the reservoir except
pursuant to lawful diversions allowed by statute or decree. At all other times, all inflow of water into the
reservoir from any source, including precipitation and ground water inflows shall be removed to prevent
illegal storage of water. Prior to ANY use of this site, the owner or operator will need to coordinate with
Mark Simpson, District 3 Water Commissioner, to review operations, measurement structures, stage-storage
curves, and accounting.
Please contact me at the number below if you have any questions.
Sincerely,
adthitaill64
loana Comaniciu, P.E.
Water Resource Engineer
ec: Mark Simpson, District 3 Water Commissioner (Mark.Simpson@state.co.us)
Louis Flink, Diversion Records Coordinator (Louis.flink@state.co.us)
WDID File (0303844 &0303022)
(t51 t V
1313 Sherman Street,Room 821, Denver,CO 80203 P 303.866.3581 F 303.866.3585 www.water.state.co.us °k h
7_87
