<br /> <br />Portland Limestone Quarries (M-1977-344) Permit Amendment-02 <br />Holcim US Inc, 3500 Highway 120, Florence, CO 81226 Revised pursuant to preliminary adequacy review November 20, 2023 <br />Phone (719) 288-1443 www.holcim.us 177 <br />2.13 Exhibit M: Other Permits and Licenses (Rule 6.4.13) <br />Holcim will obtain all appropriate land use and environmental permits that are necessary to be compliant <br />with state and county oversight agencies. <br />Holcim will also be pursuing approval of a major modification to Conditional Use Permit (CUP) 2002-003 <br />from Fremont County Department of Planning and Zoning. Currently CUP-2002-003 allows mining in <br />Section 24 and mineral exploration in Sections 24 and 25. The modification application will allow mining in <br />Section 25. The county approval process requires a public meeting before the Planning Commission and a <br />public hearing before the Board of County Commissioners. This application will be drafted and submitted <br />during the Division’s review of this application. <br />The four sections in Pueblo County will require a Special Use Permit (SUP) for mining. Pueblo County’s <br />application process requires one public hearing before the Planning Commissions. Holcim will submit an <br />application to Pueblo County after receipt of the Completion Letter from DRMS for this amendment <br />application, a requirement of the SRU application. <br />The Air Pollution Control Division (APCD) of Colorado Department of Public Health and Environment <br />(CDPHE) will receive an amendment to Title V permit number 98FR0895. <br />The Water Quality Control Division (WQCD) of CDPHE will receive an application for a COG500000 <br />General Permit to discharge stormwater from a construction material mine. <br />BC is currently engaged with USACE to extend the PJD determination for MTAC. Holcim will submit the <br />necessary Nation-Wide Permits or 404 Permit as directed by the USACE. <br />Holcim was granted a CDOT permit to improve the access at Hwy 96 on January 16, 2024. It is provided <br />herein. <br />
