Box 18087
Boulder, CO 80308
Re: Goose Haven # 2 Expansion Substitute Water Supply Plan (WDID 0602537)
Goose Haven # 2 Expansion Pit, DRMS Permit No. M-2010-071 (WDID 0603019)
Sections 15, 21, 22, Twp. 1N, Rng. 69W, 6th P.M., Boulder County
Water Division 1, Water District 6
SWSP ID: 5385
Approval Period: January 26, 2023 through December 31, 2023
Contact information for Peter Wayland: (303) 443-9521, pwayland@weilandinc.com
Dear Peter Wayland:
We have reviewed your renewal request for a substitute water supply plan ("SWSP") in accordance
with section 37-90-137(11), C.R.S., to replace depletions caused by mining operations at the Goose
Haven Reservoir#2 Complex Expansion Pit operated by Rock Products of Colorado, LLC ("RPC") and
owned by the City of Lafayette ("City", together as "Applicant") along Boulder Creek. This plan
was first approved on January 9, 2013 and most recently renewed on September 30, 2022. This
application is for the renewal of the plan and the required fee of $257 for the SWSP has been
submitted (receipt number 10026657).
SWSP Operation
This SWSP covers depletions caused by gravel mining operations at the Goose Haven Reservoir #2
Expansion Pit which is located in Sections 15, 21 and 22 in Township 1 North, Range 69 West of the
6th P.M., Boulder County (shown on attached Figure 1). Depletions during this approval period
include evaporative losses from exposed groundwater and dust control. Replacement water will be
supplied by the City of Lafayette using fully consumable water from their waste water treatment
plant. The extraction of sand and gravel was completed in March 2022, and Cells 2A, 2, and 4 are
being prepared to be lined and then dry-mined. However, no mining is proposed during this SWSP
period.
Depletions
Evaporation and Mining Operations
The Applicant proposes to replace evaporation from exposed groundwater at the site based upon
evaporation atlases in NOAA Technical Report NWS 33 and the SEO monthly distribution factors for
sites below 6,500 feet. Gross annual evaporation at the gravel pit location is estimated to be 41
inches per year. Net evaporation is defined as gross evaporation less the consumptive use of water
by vegetation that naturally occurred at the site prior to construction of the pit. The
historical consumptive use was assumed to be equal to the effective precipitation of 8.98 inches
per year, based on the Longmont 2 ESE (ID 055116) weather station (record 1948-2000).
Computation of evaporation under this SWSP was reduced during the ice covered period. The
Applicant has assumed the ice covered period will occur during the months of December and January
1313 Sherman Street, Room 821, Denver, CO 80203 P 303.866.3581 dwr.colorado.gov I yei
Jared S.
