AR4 Please update the provided Mining Plan and Mining Plan map for TR9 to include/show the following items at a minimum: a. Location(s) and volume(s) of the proposed approx. 1.3 Mcy of material that will need to be mined as backfill material for the Satellite South Pit. How will the mining plan be modified and monitored to insure that this material remains on-site for use as backfill? As has been discussed in virtual meetings with DRMS in November and December 2023, and summarized in Section 2.1 of the TR, this TR focused on modifications to the mining and reclamation plans to support continued operations at the Morrison Quarry while the application for a plan for augmentation is under court review. Assuming the augmentation plan is approved, Holcim-WCR, Inc. intends to further develop the South Quarry below elevations approved in AM07, as modified by this TR09, referred to as Phase IV on the mining plan. This Phase will be addressed in a future amendment. As is discussed in Section 2.3 of the TR09 document, Schedule for Satellite South Pit Buildout , the satellite pit will take approximately three years to complete. Over the next three years, mining will progress concurrently in the West Quarry and Satellite South Pit. In early 2027, the current mine plan has the West Quarry mining advancing to El. 6944 bench. The current reserve analysis for the South Quarry, below the West Quarry, from El. 6944 to El. 6600 is 11 million tons of mineable gneiss and 2.5 millions tons of waste material (the volume needed to backfill the satellite south pit). In the event that the Augmentation Plan is not approved, Holcim intends to continue mining the South Quarry (below the West Quarry El. 6944 bench) in accordance with the approved mining plan and using material from this area to backfill the satellite south pit. Exhibit E - Reclamation Plan has been updated to reflect this change in strategy. No changes have been made to Exhibit D - Mining Plan. As discussed in the response to AR4, the reclamation strategy has been modified to remove the use of existing on-site stockpiled material. All material needed for the backfill will be generated on-site in permitted areas of the quarry in accordance with the approved mining plan.
