New Horizon North Mine
III. Phase I Bond Release Area
A. General Description
As shown on Map 1, 34.0 acres are requested for Phase I bond release under this
application. The bond release area is reclaimed sediment control structures and the
overall work completed for the area included backfilling and regrading to the approved
post-mine topography, rock picking, topsoil laydown and seeding.
The work to reclaim the area applied for Phase I bond release occurred 2023. The
structures reclaimed were sediment control structures including Ponds 001 and 002, and
two conveyance ditches that routed surface water runoff from reclaimed areas that have
all achieved Phase II bond release. The Phase I bond release areas have been regraded
consistent with the approved post-mining topography (please see Map 2.05.4-1, Permit
No. C-2010-089 for the approved post-mining topography), and follows all criteria set
forth for Phase I bond release by the Division. Moreover, the work entailed tying into
native areas along a significant portion of the disturbance area and including proper
drainage to support ongoing irrigation efforts on adjacent irrigated pasture reclamation
areas.
IV. Phase I, II, and III Bond Release Area
A. General Description
As shown on Map 2, the 1.2 acres applied for Phase I, 11, and III on the southern portion
of the permit area are permanent structures including a road and permanent discharge
piping that routes water from AA Road. Both permanent structures being applied for all
phases of bond release will remain in their current configuration to support the post-mine
land use as requested by the surface landowner.
B. Topsoil Replacement
Topsoil replacement on a permanent road and a permanent water conveyance structure is
not applicable.
C. Revegetation Success Demonstration
Revegetation success criteria on a permanent road and a permanent water conveyance
structure is not applicable.
Page 5
