Please review Meeting Requirements PRIOR to the meeting. All interested bidders MUST
attend. Bidding documents must be obtained prior to the pre-bid meeting. Any
Documents that cannot be loaded to the VSS System are the ONLY documents that will
be distributed at the Pre-Bid Meeting.
THIS PRE-BID MEETING INVOLVES INSPECTION OF HAZARDOUS AND UNSTABLE MINE
OPENINGS. THE SAFETY OF PROSPECTIVE BIDDERS IS OF UTMOST IMPORTANCE TO
THE DIVISION OF RECLAMATION, MINING AND SAFETY. NO ONE WILL BE ALLOWED
WITHIN 15 FEET OF ANY VERTICAL MINE OPENING WITHOUT PROPER SAFETY
EQUIPMENT INCLUDING: SAFETY BELT OR HARNESS PROPERLY SECURED TO A
SAFETY LANYARD AND ANCHOR. NO ONE WILL BE ALLOWED TO EXAMINE ANY
HORIZONTAL MINE OPENING WITHOUT WEARING A HARD HAT.
Bidders are cautioned that, notwithstanding any remarks or clarifications given at this meeting
and site showing, all terms and conditions of the contract documents remain unchanged unless
they are changed by written amendment issued by the OWNER. If the answers to questions, or
any amendment to the contract documents create ambiguities, it is the responsibility of the bidder
to seek clarification prior to submitting a bid.
SPECIAL REQUIREMENTS: OSHA 40-hour HAZWOPER Training (29 CFR 1910.120)
The Ocean Wave Project lies within the California Gulch Superfund Site and is subject to the
requirements of the Comprehensive Environmental Response, Compensation and Liability Act
(CERCLA). CONTRACTOR and all personnel working on site are required to have current 40-
hour OSHA Hazardous Waste Operations and Emergency Response (HAZWOPER)training (29
CFR 1910.120) prior to the project start. CONTRACTOR must provide documentation of current
HAZWOPER training for all personnel that will be working on site to the PROJECT MANAGER
at the time the Notice to Proceed is issued. Delivery drivers not working on site are exempt from
this requirement.
BID SUBMITTAL
The Deadline for bids to be submitted is 4:00 p.m. MT on Monday, August 14, 2023.
At this time, all bids must be submitted electronically via Colorado Vendor Self Service (VSS) at
www.colorado.gov/vss.
More information on how to submit solicitations via the Colorado VSS website can be found at
https-//vss.state.co.us/instructions.
Vendors should monitor the amendment history in VSS for any updates or modifications. In the
event that it becomes necessary to modify the DQ, the modification will be made in VSS. It is
very important that vendors check VSS on a regular basis, as this is the sole method for
communicating any modifications. Modifications included in amendments published on VSS take
precedence over information in the DQ.
The VSS Help Desk is available Monday through Friday 8.00 a.m. to 5.00 p.m. MT and can be
reached by calling (303) 866-6464 or emailing VSSHelp@state.co.us.
Rev. 07/07/2023
