COLORADO <br /> Division of Reclamation, <br /> Mining and Safety <br /> Department of Natural Resources <br /> Memorandum <br /> DATE: August 5th, 2022 <br /> TO: Erica Crosby, Senior Reclamation Specialist <br /> FROM: Julie Annear, Project Manager <br /> RE: Fair and Reasonable Statement-Nancy and Mason Mines Project <br /> The Nancy and Mason Mines Project contains previously permitted mine sites located near <br /> Durango, Colorado. The permits were revoked for these sites and the bond money was <br /> forfeited. The DRMS has a statutory requirement to reclaim these sites. <br /> The prices that McCollum's Excavating submitted for the work are fair and reasonable based on <br /> the site locations and the scope of work. <br /> Nancy Mine <br /> The mine is located north of Durango on USFS land. The site is accessed from Highway#550 <br /> on the West Lime Creek Trail. The mine is approximately 1 mile from the trailhead at an <br /> elevation of approximately 9500 feet. There is no vehicle access to the site. <br /> This project involves using pack animals (horses) to bring in the Polyurethane Foam (PUF) to <br /> the dangerous mine opening. PUF will be hauled in bags, a roughly 1 mile hike into the San <br /> Juan National Forest Peak. McCollum's Excavating is the only contractor that can pack in the <br /> material using horses and has the experience of installing a PUF closure. The trail leading to <br /> the mine is also heavily used by hikers, making access and closure of the mine more <br /> challenging. <br /> In addition, the Nancy mine site contains numerous tools, fuel, batteries and equipment, <br /> including portable generators and a metal headframe. The contractor will use pack horses to <br /> remove all debris and equipment and dispose of materials in an authorized waste disposal <br /> facility. All fuel and other fluids will be extracted from the generators prior to removing them. <br /> Fuel and other fluids will be removed from the site in leak-proof receptacles and disposed of in <br /> an authorized waste disposal facility. <br /> Mason Mine <br /> The Mason mine is located outside of the town of Durango. The mine is accessed by a foot trail, <br /> no mechanized vehicles are permitted on the trail. The project work involves seeding an <br /> abandoned mine waste pile. The mine is located approximately% of a mile from the trailhead. <br /> The contractor will pack in seed and any other materials necessary to complete the work. The <br /> trail is challenging due to the fact that debris from a previous forest fire has blocked the trail in <br /> numerous places. McCollum's Excavating has the expertise to access the site, as well as <br /> perform the necessary reclamation work. <br />
