<br />[Type text] [Type text] [Type text] <br /> <br />Operation Plan <br /> <br />The Hayden Gulch Loadout is a coal handling facility. There are no coal resource removal <br />operations occurring or anticipated within the permit area. <br /> <br />At the time of the December 1992 permit application submittal, HGTI anticipated coal <br />shipment (via rail or truck) commencing as early as June <br /> <br />In 1993, permits or permit applications required to operate the loadout facility were transferred <br />from the previous owner (H-G Coal Company) through the applicable regulatory authorities. <br />The coal handling capacity (railcar or truck loadout) remained at - 1.0 million tons per year. The <br />Colorado Division of Minerals and Geology (CDMG, the immediate precursor to CDRMS) <br />approved the permit application and loadout operations plan as Mining and Reclamation Permit <br />C-92-081 on May 22, 1993. <br /> <br />The loadout system approved by CDMG under Permit C-92-081 includes the following <br />components: <br /> <br />• An existing truck-dump hopper with a 75-ton bin <br /> <br />• An existing 36-inch reclaim conveyor, housed in a corrugated metal tunnel, which <br />transports coal to an existing crusher, housed in an existing crusher building <br /> <br />• An existing 36-inch conveyor, which is used to elevate the coal from the crusher to the <br />top of a radial stack tube which is used to feed a 50,000 ton stockpile <br /> <br />• An existing 36-inch reclaim conveyor, housed in a concrete reclaim tunnel, elevates <br />the coal from the 50,000 ton stockpile to the existing loadout building (with a 75-ton <br />loading bin and loading chute) <br /> <br />• An existing rail spur and loop, approximately 17,000 feet in total length, connect the coal <br />handling facility to the Union Pacific Railroad mainline track. <br /> <br />• An existing haul road (HGLF-HG1) connects that coal handling facility to Routt County <br />Road 53 and provides vehicular access to the site. A second haul road (HGLF-HG2), <br />which will route haul trucks from the loadout building to HGLF-HG1 is approved, but <br />has not been constructed. <br /> <br />Because no additional operational disturbances were anticipated and planned operational aspects <br />remained consistent with past practices, environmental assessments and operational findings <br />contained in reviews of the previous owner's permit (H-G Coal Company, Permit C-80-003) were <br />directly applicable to HGTI's permit application and future operation of the facility. During HGTI's <br />preparation of this permit application (application date of December 14, 1992), the analysis of <br />affected lands identified additional acres of disturbance associated with the construction and <br />operation of the loadout facility than what was reported in the original permit by the previous <br />owner. <br />
