11A17 4, GULCH LOAI)OU'1' 1'EltlNll'I' SUNIMAI2'%' <br />STA'T'US UPDATE <br />In March 2011, Permit Revision (PR -01) was submitted to include the Tie -Across Haul Road <br />(TAHR) as an integral part of the Hayden Gulch Loadout Pen -nit C-92-081. Originally the <br />TAHR was included as part of the Seneca II -W pen -nit and was used as a haul road to transport <br />coal to the Hayden Power Station. Now that the Seneca lI-W mine is no longer an active <br />mining operation, the TAHR has been transferred to the Hayden Gulch Loadout Permit area. <br />The Hayden Gulch Loadout is now designated as a coal handling facility in Active status as of <br />July 5, 2016 due to the ongoing reclamation activities. To date, all coal handling facilities <br />have been removed and the associated facilities disturbance area has been reclaimed. With the <br />exception of the RCR37 and US40 rail crossings, all rail, ties, and ballast for the rail spur have <br />been removed. Hayden Gulch Terminal, LLC (HGT) is in the process of finalizing the <br />required land agreements to transfer the loadout property to the Town of Hayden for use as a <br />recreational trail and parking area, and the TAHR to Routt County, as a County Road. Once <br />the agreements are finalized, HGT anticipates submitting a revision to the CDRMS for a <br />change in postmining land use consistent with these proposed new uses, and a request for <br />termination of jurisdiction and final bond release. <br />The appropriate information once contained in the Seneca lI-W permit has now been included <br />in Permit C-92-081. This updated/additional information has been included in this permit <br />revision (PR -01) in the following areas: <br />• Tab 1, Pen -nit Summary <br />• Tab 3, Adjudication File <br />• Tab 5.
