9THORIN <br /> RECEIVED <br /> NOV 17 2023 <br /> Colorado Division of Reclamation, <br /> Mining and Safety <br /> November 13, 2023 <br /> Colorado Division of Reclamation Mining and Safety <br /> 1313 Sherman Street, Room 215 <br /> Denver, Colorado 80203 <br /> Attention: Lucas West <br /> Re: Submission of Succession of Operator Packet <br /> Dear Mr. West: <br /> Thank you for your correspondence on November 9, 2023. <br /> Please find enclosed our submission of the required documents comprising our formal <br /> Succession of Operator request; we believe these materials have addressed the concerns that <br /> the Division expressed in the letter we received on November 9. <br /> We apologize for any confusion caused by our initial submission and wanted to take a moment to <br /> introduce Thorin Resources, LLC("Thorin")formally. Thorin,which is registered as a foreign entity <br /> and in good standing with the State of Colorado, is the parent company of: (i) FAFO Holdings, <br /> LLC, a Nevada limited liability company that owns and controls all assets comprising the <br /> Revenue-Virginius mine; and (ii) Caldera Mineral Resources, LLC, a Delaware limited liability <br /> company that, in turn, owns and controls all assets collectively embodying the Camp Bird mine. <br /> We believe there will be a significant opportunity to facilitate several long-term benefits for the <br /> local community and the State of Colorado by resuming the operation of both mining <br /> properties. Accordingly, as part of the enclosed submission, we respectfully request that Thorin <br /> be included on the agenda for the Colorado Mined Land Reclamation Board ("Board") for the <br /> December 13/14 meeting dates. <br /> At the meeting, we would suggest the following items for discussion: <br /> 1. a formal introduction of Thorin to the Board, and an in-depth description of operational <br /> intents over the near- and long-term; and <br />
