1 November 2023 C-1982-057/Seneca II-W Mine RAR <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 4 <br />Number of Complete Inspections this Fiscal Year: 2 <br /> <br /> Page 3 of 10 <br /> <br />ROADS – Rule 4.03 <br />Construction 4.03.1(3) I 4.03.2(3); Drainage 4.03.1(4) I 4.03.2(4); Surfacing and Maintenance <br />4.03.1(5) and (6) I 4.03.2(5) and (6); Reclamation 4.03.1(7) I 4.03.2(7) <br />o Haul roads and access roads were damp and in adequate repair, providing access to most <br />of the site with the exception of steep areas. <br />o Some areas of the main haul road through the site were rutted. <br />o Pond 17 was not accessed due to road conditions. <br /> <br />HYDROLOGIC BALANCE- Rule 4.05 <br />General Requirements 4.05.1; Effluent Standards 4.05.2; Divergence and Conveyance of Overland Flow <br />4.05.3; Diversions 4.05.4; Sediment Control Measures 4.05.5, 4.05.6; Discharge Structures 4.05.7; <br />Impoundments 4.05.9; Ground Water Monitoring 4.05.13; Underground Mine Entry 4.05.10; Surface <br />and Ground Water Monitoring 4.05.13;Stream Buffer Zones 4.05.18: <br />o Ponds and stock tanks held water, and ponds were discharging at the time of inspection. <br />o Pond banks and dam outslopes were in good repair and well vegetated. <br />o Pond 6 held water and was discharging clear at the time of inspection. <br />o Pond 16 held water and was discharging clear at the time of inspection. <br /> <br />SLIDES and OTHER DAMAGE- Rule 4.12 <br />Established slump at Pond 6 was noted. The slide of spring 2023, downstream from the slump <br />encompasses approximately 1/3 of an acre. A crack exists between the two areas. A mitigation plan has <br />been discussed and minimally, a temporary show fence should be installed before significant winter <br />snows. <br /> <br />REVEGETATION - Rule 4.15 <br />o Although mostly dormant at this time of year, vegetation appeared adequate on the slopes above <br />the Pond 6 inlet. <br />o Vegetation appears well established, diverse and mature throughout the site. <br />o At this time of year the vegetation has gone dormant. <br /> <br />FISH and WILDLIFE– RULE 4.18 <br />Waterfowl on the ponds were observed throughout the Seneca IIW mine site. <br /> <br />DOCUMENTS RECEIVED <br />None <br /> <br />INSPECTIONS 5.02; Availability of Records <br />No as this was a partial inspection. <br /> <br />DOCUMENTS RECEIVED <br />None <br /> <br />OTHER (SPECIFY) <br /> <br />ENFORCEMENT ACTIONS/COMPLIANCE <br />No enforcement actions were initiated as a result of this inspection, nor are any pending.
