(e) <br /> Unpermitted discharges of waste rock,during sorting and during reclamation,will be prevented by <br /> proper design and construction of environmental protection facilities (operations pad, containment <br /> berms,etc.),the planned and systematic tramming and handling of waste rock materials, and timely <br /> export of mineralized sorted materials from the site. <br /> Reclamation of the site will consist of the replacement of the relatively non-mineralized sorted materials <br /> onto the planned disposal areas. Handling will proceed with careful placement,compaction, berming, <br /> and monitoring. <br /> (15) <br /> The site preparation and facilities construction will include the following areas and structures:onsite <br /> roadway surfaces and drainage, building inspection and repair,ensuring adequate power supply is in <br /> place(overhead electric and switch gear and/or diesel fuel and generator),adequate storage areas and <br /> secondary containment for fuel and fluids,operations pad grading and compaction,containment berms, <br /> and stationary sorting plant assembly. <br /> The construction could proceed in the listed order above, some items being constructed concurrently,on <br /> a brief schedule. This work could be performed in a couple weeks,with the proper personnel and <br /> equipment, promptly upon receiving the permit. <br /> (16) <br /> To provide adequate QA/QC for the facilities construction,the operator will utilize company engineering <br /> staff. <br /> (17) <br /> As further specified in Exhibit D Reclamation Plan,Applicant will attempt to salvage any soil found <br /> within the permit area,test that soil for TAL metals and compare those results to the Industrial Soil <br /> PRGs(EPA,as amended by CDPHE and CDRMS),and if those soil resources do not exceed the total <br /> metal concentrations meeting the Industrial Soil limits,then further soil testing will be done in <br /> accordance with Rule 6.4.21(17)to demonstrate that the soil is,or after proposed amendments will <br /> be,supportive of re-establishment of vegetation with the seed mix as used by DRMS in the <br /> revegetation of the London Mine Tailings reclamation program(2014). <br /> Such testing on a sample derived from a 5 point composite sampling program will include soil pH, <br /> nutrients(N, P, K),organic carbon,texture,sieve size analysis. <br /> If the salvaged soil is found to not meet the criteria to support vegetation,then screened fines from a <br /> nearby borrow source will be utilized and amended in a similar manner to the DRMS-2014 <br /> reclamation program at the London Mine.This program was demonstrated to be effective at our site <br /> over the past 9 years. <br /> (18) <br /> Since all activities will be on previously-disturbed land,within the permit,on which no soils or vegetation <br /> exist, no impacts to wildlife or loss of wildlife habitat are anticipated. The site will not be fenced or <br /> patrolled to exclude wildlife, but there are no aspects about the site and onsite activities which would <br />
